These agencies work together to provide a package of support to address your needs and risks within a structured risk management plan. This can include a range of safeguards such as surveillance, curfews, civil orders (sexual offence prevention orders), monitoring of licence conditions and restrictions.
If you are a registered sex offender then your case will automatically be managed under MAPPA. If you are assessed as being a serious risk of harm to others you may also be managed under MAPPA.
How does MAPPA work?
All relevant offenders are assessed to establish the level of risk of harm they pose to the public. Risk management plans are then worked out for each offender to manage those risks. MAPPA allows agencies to assess and manage offenders on a multi-agency basis by working together, sharing information and meeting as necessary to ensure that effective plans are put in place.
There are three levels of MAPPA management which are based on the level of attention and resources required to put effective plans in place.

North Strathclyde MAPPA Public Protection Forum Brings Senior Leaders Together
The North Strathclyde MAPPA Unit hosted its Public Protection Forum on 16 September 2026 at the Dalmeny Park Hotel, Barrhead, bringing together senior leaders from across the public protection landscape to discuss shared priorities, strategic alignment, and collaborative approaches to risk management.
The event was opened by Jonathan Hinds, Chief Social Work Officer, who led the morning session focusing on the benefits of effective interagency working and the importance of strong partnerships in delivering positive outcomes for individuals, families, and communities. Also in attendance were Anna Donnelly, Head of Service, and Stuart Jamieson, Chief Executive.
The forum was attended by senior managers from the six local authorities covered by North Strathclyde MAPPA, alongside representatives from key public protection agencies including Police Scotland, the Scottish Prison Service, Health, Adult Protection, Child Protection, Criminal Justice, and Violence Against Women and Girls partnerships.
The day centred around the theme:
Shared Risk, Shared Responsibility: One Vision for Public Protection
Participants explored opportunities to strengthen strategic alignment across North Strathclyde's public protection partnerships and considered how agencies can work collectively to address complex risks and improve public safety outcomes.
Objectives of the Forum
The event sought to:
- Introduce the MAPPA Strategy as a catalyst for wider discussion.
- Bring senior leaders together from across public protection services.
- Explore areas where greater strategic alignment is needed.
- Identify a small number of shared opportunities and agreed next steps.
Discussions throughout the day highlighted the importance of collaborative leadership, shared accountability, and a collective commitment to protecting vulnerable people and communities. The forum provided an opportunity for partners to reflect on current challenges, share good practice, and identify practical actions that will support a more coordinated and effective public protection system across North Strathclyde.
The MAPPA Unit will continue to work with partners to build on the momentum from the forum and develop the shared opportunities identified during the event, reinforcing the principle that effective public protection is achieved through collective responsibility and strong partnership working.
