Below are some of the more frequently asked questions regarding the Oban Strategic Development Framework (OSDF). Why is the OSDF over such a long time frame? 

Delivering development, such as housing or employment sites, can take a long time and is subject to a range of complexities. These complexities include delivery of infrastructure such as power and water or addressing a range of physical constraints to delivery such as transport or topography. Some of these things can take many years to plan for and deliver. Through an overarching framework all the partners involved in delivering development can understand required actions and plan activities with greater certainty. Whilst the framework itself won’t formally allocate land (see question on land allocation) it will help improve that certainty and provide an ongoing way to co-ordinate and monitor actions over the long term. 

Will the OSDF allocate the land for development?  

No, the OSDF itself will not formally allocate land. The allocation of land is a matter for the Local Development Plan. The OSDF will form part of the evidence base that will inform the production of future Local Development Plans starting with Local Development Plan 3 (LDP3) which is due to be completed in 2029. Will there be opportunity to comment on land identified in the OSDF? 

Initial areas of potential development opportunity have been identified and are being shown through the drop-in event on 11th March 2026 at the Corran Halls with the same information being displayed in a virtual exhibition room from 11th to 20th March. Feedback forms will be available on the day and online.  

The OSDF will inform the production Local Development Plan 3 (and potentially other LDPs beyond). Any land allocated or identified in the LDP3 will be subject to formal consultation at the “Proposed Plan” stage. You can find out more about LDP3 here Local Development Plan 3
