This long-term programme of investment and development at HMNB Clyde will have significant implications for local communities, infrastructure, housing, transport, skills and economic growth across the region.
The partnership arrangements provide a structured approach to strategic collaboration, helping partners identify opportunities, address challenges and maximise the benefits of investment associated with the Clyde Transformation Programme.
Partnership Governance
The current governance arrangements were approved by Argyll and Bute Council to strengthen strategic oversight and collaboration between key partners involved in supporting the Clyde Transformation Programme.
These arrangements replaced the previous governance structure and engagement model that had been in place since 2023.
The partnership framework includes four engagement meetings each year:
- Two strategic partnership meetings involving Argyll and Bute Council, HMNB Clyde and the Scotland Office.
- Two wider partnership meetings involving Clyde local authorities and other relevant partner organisations.
These meetings provide opportunities to discuss progress, share information and coordinate activity across areas of mutual interest.

Partnership discussions focus on the strategic issues associated with the Clyde Transformation Programme, including:
- Infrastructure planning and investment
- Housing provision and development
