The Chair welcomed everyone to the meeting and explained that only the panel and the advisor, Mr Reppke, could speak at the meeting. 

 

The Chair explained that the previous meeting had been adjourned to allow for time to seek advice on whether a competent motion, taking cognisance of policy context within the location could be found. 

 

Councillor Kinniburgh advised that he was minded to agree with the original decision of the Planning Officers based on the information provided. 

 

Both Councillor’s Currie and MacMillan agreed that with the mixture of finish shown in the information provided, they felt that the white rendered walls fit better than the natural slate walls. 

 

Councillor Currie moved the following motion:-

 

I move that the condition number 4 be altered to provide that

 

Notwithstanding the provisions of Condition 1 and the drawings submitted, no development shall commence on site, or is hereby authorised, until full details of the proposed white render finish to be applied to the face of the boundary walls has been submitted to the Planning Authority for approval.  Thereafter the development shall be undertaken in accordance with the approved details. 

 

Reason:  In the interests of visual amenity in order to integrate the development into the wider site and wider Conservation Area.

 

The justification for this alteration is that there is a mixture of white rendered walls and natural slate walls within close proximity of the proposed development and therefore in my opinion white rendered walls would not look out of place at this location which is on the boundary between such mixed finishes and an area towards the car park and seashore which is predominantly characterised by natural slate walls. 

 

In my opinion the slate finish is not a key design component of the development and the rendered finish should be compatible with and complement the finish of the building. 

 

 

Decision

 

The Motion was agreed by a majority of the Argyll and Bute Local Review Body.

The Chair welcomed everyone to the meeting and introductions were made.  He explained that no person present would be entitled to speak other than the Members of the Local Review Body (LRB) and Mr Reppke who would provide procedural advice if required.

 

He advised that his first task would be to establish if the Members of the Local Review Body (LRB) felt that they had sufficient information before them to come to a decision on the Review.

 

Both Councillor Currie and MacMillan confirmed that they felt that they had.  Councillor Currie advised that the request seemed reasonable, given that the pictures provided highlighted the mixture of wall cladding in the surrounding area.   Councillor MacMillan agreed that the buildings within the surrounding area appear to be mainly white in colour. 

 

Councillor Kinniburgh agreed that it would appear that everything in the surrounding area was white and simple, but that he felt that the officers dealing with the initial application must have had a reason to stipulate that the wall should be of a slate finish.

 

The Chair, Councillor Kinniburgh enquired as to whether either Councillor Currie or MacMillan required a site visit or further information to enable a decision to be taken, both confirmed that they did not.  

 

The Head of Governance and Law provided advice in relation to reaching a decision, and advised that if Members were minded to grant the request for Review, that a competent motion would be required given the complex policy context that apply to the location. 

 

Decision

 

The Argyll and Bute Local Review Body, having been minded to uphold the terms of the Notice of Review, agreed to adjourn the meeting to a later date, to allow for time to seek advice on whether a competent motion, taking cognisance of policy context within the location.
