Public and Councillors Question Time

Question from Neil MacKay

 

Mr Mackay asked why there had been three local Councillors attending the recent stakeholder meetings to discuss the future of Mossfield Stadium?

 

Response from the Committee

 

Councillor Robertson stated that she and Councillor Lynch had attended purely as observers and Councillor McCuish attended in his capacity as a representative of the McAulay Cup Association.

 

Question from Neil MacKay

 

Mr Mackay asked that following the recent achievements of Robert MacIntyre as European Rookie of the Year in the PGA and the Oban Gaelic Choir on winning the Lovat and Tullibardine Shield would the Area Committee consider reinstating the Cultural and Sporting Award in recognition of these local outstanding accomplishments?

 

Response from the Committee

 

The Committee agreed that this was worth exploring as there is a wealth of talent across Oban, Lorn and the Isles, that is not always brought to the attention of the Area Committee.

 

Councillor McKenzie mentioned that two local police officers, Shaun Conway and Scott Deakin, had also received the Scottish Police Bravery Award, following their actions at a dangerous and threatening incident. Councillor McKenzie suggested that the Chair, on behalf of the Area Committee, should write to these officers to commend them on this award.

Report by Executive Director with responsibility for Performance and Improvement

Minutes:

The Committee gave consideration to a paper presenting the Area Report and Scorecard for Financial Quarter 2 of 2019-2020 (July 2019 – September 2019) which illustrated the agreed performance measures.

 

Decision

 

The Oban, Lorn and the Isles Area Committee agreed;

 

1.          to note the performance presented on the Scorecard and supporting commentary;

 

2.          they would welcome the detailed Car Parking information be included in future Area Committee Performance Reports;

 

3.          that upon receipt of the Quarterly Performance Report the Area Committee contact either the Responsible Named Officer or Sonya Thomas with any queries; and

 

4.          to note that work was ongoing and to respond to Sonya Thomas with requests or comments regarding the layout and format of the Report and Scorecard.

Minutes:

The Head Teacher of Tobermory High School took the Committee through a progress update report on the schools achievements for the 2019 session.

 

Decision

 

The Oban, Lorn and the Isles Area Committee agreed to note the contents of the report and commend the outstanding efforts of the teaching staff and pupils.

The Committee gave consideration to the Health and Social Care Partnership Annual Performance Report.

 

Discussion took place in respect of the Locality Planning Groups, Conversation Cafés and the need for involvement of service users in developing and refining services.

The Oban, Lorn and the Isles Area Committee agreed to note and reflect on the contents of the report.

The Committee gave consideration to a report regarding Oban Bay and the potential creation of a Single Harbour Authority.

 

Decision

 

The Oban Lorn and the Isles Area Committee agreed:

 

1.    to note the contents of the Harbour Board Report; and

 

2.    that the Committee Manager would confirm with the Head of Roads and Amenity Services the comments made on the proposals, specifically timescales, policing, the area to be covered, number of contacts and potential asset transfer.

Minutes:

The Committee gave consideration to a report providing an update following a stakeholder group meeting on 24 October 2019.

 

Decision

 

The Oban, Lorn and the Isles Area Committee agreed:

 

1.            to note that a positive stakeholder group meeting had taken place and that a common set of areas for improvement had been agreed;

 

2.            that scoping work would progress on the areas for improvement noted at paragraph 3.4 of the report following the stakeholder group meeting;

 

3.            to note that there was presently no identified funding mechanism for any improvement to Mossfield Stadium, and that decisions on funding would need to be made once the areas for improvements are costed and the resource implications for the Council are clear; and

 

4.            to note the Committee decision of 11 September 2019 that no resources are committed until such time as robust consultation with a stakeholder group had been undertaken.

NOTICE OF MOTION UNDER STANDING ORDER 13

Robert MacIntyre - European Tour Rookie of the Year

 

That the Oban Lorn and the Isles Area Committee commend and congratulate Oban golfer Robert MacIntyre who was crowned the 2019 European Tour Rookie of the Year.

That the Oban Lorn and the Isles Area Committee commend and congratulate Oban golfer Robert MacIntyre who was crowned the 2019 European Tour Rookie of the Year.

NOTICE OF MOTION UNDER STANDING ORDER 13

Oban Gaelic Choir - Lovat and Tullibardine Shield

 

To commend and congratulate Oban Gaelic Choir for securing the Lovat and Tullibardine Shield at this year’s Royal National Mod which was held in Glasgow’s Royal Concert Hall.
