APPOINTMENT OF CHAIR Minutes: The
Governance Manager welcomed everyone to the meeting and invited the Panel to
nominate a Chair for the proceedings. It
was unanimously agreed to appoint Councillor Kieron Green as Chair of this
Conduct Review Panel. |

DECLARATIONS OF INTEREST Minutes: Councillor
Jan Brown advised that she knew Community Councillor Michael Russell but did
not consider that she had a relevant connection which would affect her decision
making and as such would remain in the meeting. Community
Councillor Kenneth Smith advised that he knew Community Councillor Michael Russell
but did not consider that he had a relevant connection which would affect his
decision making and as such would remain in the meeting. Community
Councillor Mary Braithwaite advised that she knew Community Councillor Michael
Russell but did not consider that she had a relevant connection which would
affect her decision making and as such would remain in the meeting. |

COLINTRAIVE AND GLENDARUEL COMMUNITY COUNCIL - COMPLAINT REFERRAL Report by Committee Manager, Legal and Regulatory Services Minutes: Having assumed the role
of Chair, Councillor Kieron Green advised that his first task was to establish
whether members of the Panel had sufficient information before them to discuss
and determine the subject of the complaints.
There was a short adjournment as Community Councillor Ken Smith left the meeting. The meeting reconvened
when Mr Smith re-joined with all those present as per the
sederunt. The panel agreed they did not have sufficient information to determine the subject of the complaints. Decision The Community Council Review Panel agreed – 1. to request the following additional information from Colintraive and Glendaruel Community Council:- · Information on the Community Council website including the detail of the agendas and how these were published specifically for the meeting which is referenced in the complaint (10th June 2024). · Detail from the Community Council on how they advertise the dates of their meetings and how the agendas are published. · Reference is made to a Facebook page where the information about the meetings has been posted, the Panel would like to know:- o Approximately how many members are in the Facebook group o When was the agenda for the meeting of 10th June 2024 put on the Facebook group o Is it normal practice for the Community Council to post agendas on this Facebook group · Why did the Community Council not respond to the initial complaint · Detail on the number and location of physical noticeboards in the Community Council area. · Was the information in terms of the meeting of 10th June put into any of these noticeboards. · Do the Community Council normally put information in the noticeboards. · What are the plans for notification of meetings in future.
