The meeting of the Argyll and Bute Harbour Board convened at 11.55am.  The Chair ruled and the Board agreed to adjourn the meeting until 12.30pm to allow Members the opportunity to read a report which would be put before the Board as an urgent item in relation to Helensburgh Pier.

APOLOGIES FOR ABSENCE

Minutes:

Apologies for Absence were intimated on behalf of Councillor Roderick McCuish.

The Chair ruled and the Harbour Board agreed that the business dealt with at item 9 of this Minute (Helensburgh Pier – Update) be considered as a matter of urgency by reason of the need to move forward with the design works and tender process in relation to making the pier safer for pedestrian use following the decision taken by the Council to allocate £85,000 of ‘town centre’ funding for this purpose.

OBAN HARBOUR MANAGEMENT GROUP - OBAN BAY

Verbal Update by Executive Director with responsibility for Roads and Infrastructure

Minutes:

The Marine Operations Manager updated the Harbour Board on work being carried out by the Oban Community Harbour Development Association.  He advised that the Group had been formally constituted and had formed a separate working group to consider an transfer request in respect of the North Pier and pontoons in Oban.

 

Decision

 

The Argyll and Bute Harbour Board noted the verbal update.

Minutes:

Consideration was given by the Board to a report which provided an update on ongoing schemes currently being addressed within the council’s Marine Asset Management Plan.

 

 

Decision

 

The Argyll and Bute Harbour Board -

 

1.    Noted the report and the progress achieved to date on the schemes highlighted within the report; and

 

2.    Approved the revised version of the 10 year Marine Asset Management Plan in the appendix to the report.

Minutes:

Consideration was given by the Board to a report which provided an update on ongoing initiatives to ensure compliance with the Port Marine Safety Code. In particular the report listed key issues highlighted by the Designated Person in his last audit report.

 

Decision

 

The Argyll and Bute Harbour Board -

 

1.    Noted the report and the achievement of performance targets in the Marine Safety Plan; and

 

2.    Approved the actions outlined in Appendix A to the report to ensure continuous improvement.

Minutes:

Members gave consideration to a report which provided them with an overview of the Scottish Transport Analysis Guide (STAG) report findings; approval was sought to move to the next stage of the project.

 

Decision

 

The Argyll and Bute Harbour Board -

 

1.     Noted the report.

 

2.    Approved that Officers continue to engage with the local community and partners (Transport Scotland, CMAL and Calmac) to take the findings of the report forward; and

 

3.    Approved that Officers make arrangements to move the process onto the next stage to produce an outline business case for both interim and long-term options.

The Board considered a recommendation by the Helensburgh and Lomond Area Committee of 20 June 2019.

 

Decision

 

The Argyll and Bute Harbour Board agreed -

 

1.    To note the extract of the Minute of the Helensburgh and Lomond Area Committee held on 20 June 2019.

 

2.    That Officers continue to liaise with ‘Waverley Excursions Ltd.’ to arrive at the most cost effective and low-cost solution which would allow the Waverley to berth at Helensburgh Pier in the future.

Minutes:

The Harbour Board gave consideration to a report that provided members with an update on Council initiatives in relation to Helensburgh Pier since the item was considered by the Helensburgh and Lomond Area Committee in June 2019.

 

Decision

 

The Argyll and Bute Harbour Board –

 

1.    Endorsed the decision of the Helensburgh and Lomond Area Committee in June 2019.

 

2.    Noted the report updating them on progress since the Area Committee meeting in June 2019.

 

3.    Agreed that officers continue to liaise with the Helensburgh Seafront Development Project Group and Waverley Excursions Ltd.
