OBAN BAY - SINGLE HARBOUR AUTHORITY PDF 200 KB Report by Executive Director – Development and Infrastructure Services Minutes: Members were presented with a report which updated them on the progress made since the Argyll and Bute Harbour Board’s meeting in September 2018 when the background to the creation of the Oban Bay Management Group (OBMG) and the reasons for creating a Single Harbour Authority (SHA) were discussed. Since the circulation of the report before them Members noted that the OBMG met on 1 March 2019 where the Oban Bay Stakeholders’ Group (OBSG) put their proposals for a SHA to CMAL and noted that the OBMG agreed not to promote a Harbour Revision Order for the time being and agreed to review its position at a later date if no legislation is promoted by 1 March 2020. Decision The Argyll and Bute Harbour Board; a) noted the report and in particular considered the proposal outlined in the Oban Bay Stakeholders’ report in Appendix B; b) approved that Officers continue to engage with the OBMG and continue cooperation with stakeholders in their bid to establish a trust port; and c) agreed that a further update report be presented to Members at the September 2019 Harbour Board meeting. MARINE ASSET MANAGEMENT PLAN PDF 66 KB Report by Executive Director – Development and Infrastructure Services Minutes: Members were presented with a report which provided an update on the ongoing schemes currently being addressed within the Council’s Marine Asset Management Plan. Decision The Argyll and Bute Harbour Board; a) noted the report and the progress achieved to date on those schemes highlighted within the report; and b) approved the revised version of the 10 year asset management plan as set out in the appendix to the report. PORT MARINE SAFETY CODE PDF 206 KB Report by Executive Director – Development and Infrastructure Services Minutes: Members gave consideration to a report which provided an
update on ongoing initiatives to ensure compliance with the Port Marine Safety
Code (PMSC). In particular Members gave consideration to key issues recently highlighted by the Designated
Person (DP) in the latest audit report which included; • Harbour

Reporting The
Marine Operations Manager updated the Committee on the Council’s legal advice
with regard to the role of Duty Holder. Decision The Argyll and Bute Harbour Board; a) noted the report; b) approved the actions outlined in Appendix A to the report to ensure continuous improvement; and c) agreed that on the basis of legal advice received they were satisfied that the position of Duty Holder is correctly delegated to the Executive Director, Development and Infrastructure Services and noted that this delegation is contained within the constitution of the Council.
