The Chair extended a warm welcome to Andrew Watt, Area Commander, Scottish Fire and Rescue Service who was attending his first meeting of the Committee.

 

The Chair presented a Quaich to Maureen Clark to mark her retirement and as a token of appreciation for over 25 years’ service to Education.  The Chair, on behalf of the Committee, thanked Maureen for her time and service put into her career and wished her well for a long, happy and healthy retirement. 

 

The Chair advised that Frances MacLean, who could not be in attendance, was also retiring after 25 years of service to Education and would be in receipt of a Quaich. Minutes:

The Committee considered a report by Police Scotland which provided the FQ3 – 2019/20 update in relation to the Argyll and Bute Local Police Plan for 2017-2020.

 

The Divisional Commander also referred to a number of recent and recurring issues and responded to a number of questions.

The Chair advised that the Chief Officer of the Health and Social Care Partnership was unable to present her report to the Committee due to emergency planning for Covid-19.

 

Decision

 

The Community Services Committee agreed to continue consideration of the Health and Social Care Partnership performance report for quarter 2 2019/20 to the June meeting of the Committee to allow for the Chief Officer to be in attendance.

Consideration was given to a report providing details of a draft proposal for Skipness Primary School formulated in accordance with the requirements of the Schools (Consultation) (Scotland) Act 2010, as amended. 

 

Decision

 

The Community Services Committee agreed to adopt the draft proposal, as set out in Appendix 1 of the report, as a “relevant proposal” that is now to proceed to a statutory consultation under the Schools (Consultation) (Scotland) Act 2010, as amended.

Minutes:

The Committee gave consideration to a report setting out the current position in respect of Dalintober Primary School, in response to concerns that have been raised in respect of the condition and safety of the building.

The Community Services Committee -

 

1.    Noted the contents of the report.

 

2.    Agreed that the condition survey, scheduled for 2021/22, was brought forward to this year.

A paper providing an overview of the Argyll and Bute Primary and Secondary achievement in Literacy and Numeracy for P1, P4, P7 and S3 together with an update on the Scottish Governments 2020 National Improvement Framework and Improvement Plan for Scottish Education was before the Committee for noting.  

 

Decision

 

The Community Services Committee noted -

 

1.    The 2018/19 overview of the Primary and Secondary achievement in Literacy and Numeracy for P1, P4, P7, S3 within Argyll and Bute.

 

2.    That from 2018/19 onwards this data is no longer classified by the Scottish Government as Experimental Statistics.

 

3.    The update on the Scottish Governments 2020 National Improvement Framework and Improvement Plan for Scottish Education.

A report providing details of all external establishment inspection reports received across Argyll and Bute Education Service during the period January 2020 to March 2020 was before the Committee for noting. 

 

Decision

 

The Community Services Committee noted -

 

1.    The contents of the report and appendices attached.

 

2.    That the quarterly report would be presented on an ongoing basis to the Community Services Committee detailing all establishment inspections conducted and published by Education Scotland within that period.

 

3.    That Ward members would receive copies of school inspection reports for schools within their area as published by Education Scotland.
