HELENSBURGH WATERFRONT DEVELOPMENT (COMMERCIAL AREA) - UPDATE Report by Executive Director with responsibility for Commercial Services Additional documents: Minutes: On 15 August 2024, the Policy and Resources Committee authorised officers to proceed with negotiations to agree detailed Heads of Terms with Forrest Developments Ltd in advance of a potential sale of the Helensburgh Waterfront commercial area. Following this, Helensburgh Community Council submitted a petition for Judicial Review of the proposed sale, which was decided in the Council’s favour on 19 November 2025. In the intervening period, a number of additional issues were also resolved. The Committee gave
consideration to a report providing an update on the current position along
with recommendations from the Council’s legal advisers. Decision The Policy and Resources Committee – 1. noted the outcome of the Judicial Review and the progress that had been made addressing the other outstanding issues to progress the sale and development of the site; 2. noted that the Council’s legal advisers had identified actions required as part of the legal due diligence process; and 3. agreed that officers carry out a consultation in terms of section 104 of the Community Empowerment Act 2015 and report the outcome of this back to a future Policy & Resources Committee.
