Minutes:

There were no apologies for absence intimated.

 

The Area Committee Manager advised that a late application had been received from South Kintyre Development Trust (SKDT).  The Chair agreed to accept the application and it is dealt with under Item 5(d) of these minutes.

Declarations of Interest

Minutes:

Councillor Colville declared a non-financial interest in relation to the late application from South Kintyre Development Trust (SKDT), which is dealt with at item 5(d) of this Minute, by reason that he is the Chair of the SKDT.  He left the room and took no part in the discussion or decision of this item.

Financial Statement - Accountant

Minutes:

Members gave consideration to a report detailing the current position of the investment transaction activity for the period and the accounts for the year to 31 March 2016.

 

The Finance Manager was in attendance and provided Members with an update in respect of the £20,000 contingency fund and confirmed that although the money in this fund is currently invested it can be accessed at any time.  Members noted that if the contingency fund was used to make awards, then arrangements would be made to use future dividends to maintain the level of the fund.

Decision:

 

Members agreed to:-

 

1.    note the statement and balance of income available; and

2.    note the accounts for the year to 31 March 2016.

Common Good Fund Applications (New)

Kintyre Environmental Group

Minutes:

Members gave consideration to the application from Kintyre Environmental Group.  It was noted that the application related to the Community Garden which forms part of the Auchinlee Care Home grounds.  Members asked that information be sought in relation to the lease arrangement for the Community Garden given the uncertainty around the future of Auchinlee and also asked that copies of the quotes for the signage are provided.  

 

Decision:

 

Members agreed to continue consideration of this application to a Special Meeting of the Common Good Fund to be held on Wednesday 11 January 2017 to allow for further information on the application to be received.

Kintyre Link Club

Minutes:

Members gave consideration to the application from Kintyre Link Club. 

 

Decision:

 

Members agreed to award the group £550.00.

Campbeltown Grammar School

Minutes:

Members gave consideration to the application from Campbeltown Grammar School.

 

Decision:

 

Members agreed to award the group £1,200.00.

Having previously declared an interest in the following item, Councillor Colville left the room and took no part in discussion of this item.

South Kintyre Development Trust

Minutes:

Members gave consideration to the application from South Kintyre Development Trust.  It was noted that there was an agreement in place with SKDT and the Common Good Fund which allows them to access funding of £6,000 per annum to cover revenue costs in relation to the Town hall for a period of 5 years.

 

Decision

 

Members agreed:-

 

(1)        to award the group £6,000; and

 

(2)        that for future applications SKDT be asked to supply a copy of their audited accounts along with a cashflow statement to assist Members in their determination.

 

Councillor Colville re-joined the meeting.

Minutes:

Members noted the thank you letter in relation to the Success Built in Stone exhibition from the exhibition partnership.

 

7.

Any Other Business

Minutes:

Councillor Kelly asked that the accounts for the Kintyre Youth Fund be included with the financial statement provided for the meetings.

 

Decision

 

The Finance Manager agreed to provide a copy of the Kintyre Youth Fund accounts to future meetings.

 

8.

Date of Next Meeting

The next meeting of the Campbeltown Common Good Fund will take place on Wednesday 1st March 2017 within the Council Chambers, Kilmory, Lochgilphead, time to be confirmed.
