Apologies

Minutes:

Apologies for absence were intimated by Councillor Donald Kelly.

 

Having noted the absence of Councillor Kelly, the Area Committee Manager advised that the Campbeltown Common Good Fund meeting was inquorate and as such was a consultation meeting. 

 

The Area Committee Manager further advised the remaining Ward 1 Members that  following a decision made by the Council at the meeting on Thursday 25 June 2015, a delegation had been given to the Executive Director of Customer Services (or his representative) to determine applications in consultation with Ward 1 Members, and the decision recorded are on that basis.

Declarations of Interest

Minutes:

Councillor Colville declared a non-financial interest in relation to the request by South Kintyre Development Trust (SKDT), which is dealt with at item 7(b) of this Minute, by reason that he is the Chair of the SKDT.  He left the room and took no part in the discussion or decision of this item.

Minute of Campbeltown Common Good Fund Meeting held on 1 June 2016 pdf icon PDF 100 KB

Minutes:

The Minute of the previous meeting held on 1 June 2016 was approved as a true record.

 

Matters Arising:-

 

The Area Committee Manager provided Members with copies of the accounts for the previous five years for both the Campbeltown Common Good Fund and the Kintyre Youth Fund and clarity was given in relation to the contingency funds available.  The Area Committee Manager agreed to look into the possibility of producing a briefing note for Trustee’s and officers outlining all particulars of the Common Good Fund, she further agreed to investigate the possibility of running a session on the particulars of the Common Good Fund as part of the induction process for new Councillors.

Financial Statement - Accountant

Minutes:

Members gave consideration to a report detailing the current position of the investment transaction activity for the period. 

 

Decision:

 

Members agreed to note the statement and balance of income available.

Common Good Fund Applications (New)

Campbeltown Running Club

Minutes:

Members gave consideration to the application from Campbeltown Running Club. 

 

Decision:

 

The Executive Director of Customer Services determined by his representative, to agree to award the group £1,000.00.

Members gave consideration to the application from Campbeltown Brass.

The Executive Director of Customer Services determined by his representative, to agree to award the group £1,000.00.

Common Good Fund Applications (Continued)

Campbeltown Community Business Ltd

Minutes:

Members gave consideration to the request to allow more time to raise match funding in respect of the award granted to Campbeltown Community Business Ltd at their meeting in June 2016. 

 

Decision:

 

Members refused the request to allow more time to raise match funding.

Minutes:

Consideration was given to the request by Campbeltown Community Business Ltd to provide a letter of intent to assist with the match funding needed to secure LEADER funding.  

 

Decision:

 

Members agreed:

 

1.    to note the new project; and

2.    that Campbeltown Community Business Ltd be encouraged to lodge a fresh application, which could be considered at a Special Meeting of the Common Good Fund, on Wednesday 5 October 2016. 

 

 

Having previously declared an interest in the following item, Councillor Colville left the room and took no part in discussion of this item.

7b

South Kintyre Development Trust Request (SKDT)

Minutes:

Consideration was given to the information provided by South Kintyre Development Trust in relation to the award granted at the December 2015 meeting.

 

Decision:

 

The Executive Director of Customer Services determined by his representative, to permit South Kintyre Development Trust to carry the funding into the current financial year, to enable the heritage project to proceed. 

Councillor Colville re-entered the meeting.

8.

Date of Next Meeting

The next meeting of Campbeltown Common Good Fund will take place on Wednesday 7th December 2016 within the Council Chambers, Kilmory, Lochgilphead, time to be confirmed.   

Minutes:

Trustee’s agreed to hold a Special meeting of the Campbeltown Common Good Fund at the conclusion of the Mid Argyll, Kintyre and the Islands Area Committee meeting on Wednesday, 5 October 2016.
