There were no apologies for absence intimated.  

Councillor Kelly declared a non-financial interest at item 5(b) Campbeltown Community Council as he had been involved in seeking other sources of funding for this application. Councillor Kelly agreed to leave the meeting and take no part in discussion of this item.

The Chair ruled, and the Committee agreed, to a variation in the order of business to allow Councillor Kelly to remain in attendance at the meeting for consideration of all other relevant items. The minute reflects the order in which items were discussed.

The Minute of the Meeting of the Campbeltown Common Good Fund held on Wednesday, 3 March 2021 was approved as a correct record.

Members gave consideration to a report from David McGregor, Simmers and Co, detailing the draft annual accounts for the financial year 2020-2021.

Decision

Members agreed to approve the Campbeltown Common Good Fund annual accounts for the financial year 2020-2021.

Members gave consideration to a report from David McGregor, Simmers and Co, detailing the position of the investment transaction activity for the current period.

Decision

The Campbeltown Common Good Fund agreed to note the statement and balance of income available.

Members gave consideration to an application from Mull of Kintyre Music and Arts Association for funding to assist with a festival event, scheduled to be held in August 2021.

Decision

The Campbeltown Common Good Fund agreed to award Mull of Kintyre Music and Arts Association up to £6,000.00, with the funds only being issued upon confirmation that the event is formally confirmed and is definitely going ahead.  If the event proceeds on a restricted basis then the level of funding to be awarded will be reviewed by the Trustees and reported to the next meeting of the Fund.

Members gave consideration to an application from Campbeltown Community Council for funding to assist with the provision of equipment and materials for improving Campbeltown’s environs. 

Decision

The Campbeltown Common Good Fund agreed to award Campbeltown Community Council up to £1,000.00, subject to the provision of quotations which detail the costs of the materials required.

Members gave consideration to an application from Campbeltown Community Council requesting funding for the commissioning of a marketing and promotion assistant to market the work of Campbeltown as Scotland’s Most Improved Place.

The Campbeltown Common Good Fund agreed to award Campbeltown Community Council £1,200.00.

Members gave consideration to an application from South Kintyre Development Trust requesting funding to assist with a deep clean of the exterior of Campbeltown Town Hall.

The Campbeltown Common Good Fund agreed to award South Kintyre Development Trust £1,200.00.

Members gave consideration to an application from South Kintyre Seniors Forum requesting funding to assist with the costs of transport and visits to various venues for older people from the community following a period of isolation during the Covid-19 pandemic.

Decision

The Campbeltown Common Good Fund agreed to award South Kintyre Seniors Forum £2,500.00.

Members gave consideration to an application from Campbeltown Former Pupils AFC requesting funding to assist with the costs of providing a barrier at Kintyre Park to allow a spectator-free secure space in front of the pavilion, in line with the requirements of West of Scotland Development League membership.

Decision

The Campbeltown Common Good Fund agreed to award Campbeltown Former Pupils AFC £5,040.00.

Members gave consideration to the status of end of project monitoring forms in respect of successful applications to the Campbeltown Common Good Fund.

Members gave consideration to the status of funding extension requests in respect of successful applications to the Campbeltown Common Good Fund impacted by the Covid-19 pandemic.

Councillor Donald Kelly left the meeting at this point.

Having noted the absence of Councillor Kelly, the Committee Manager advised that the Campbeltown Good Fund meeting was inquorate and as such was a consultation meeting.

The Committee Manager further advised the remaining Ward 1 members that following a decision made by the Council at the meeting on Thursday 25 June 2015, a delegation had been given by the Executive Director of Customer Services (or his representative) to determine applications in consultation with Ward 1 members, and the decision recorded is on that basis.

Members gave consideration to an application from Campbeltown Community Council for funding to assist with the provision of inclusive play equipment at Jock’s Boat Playpark, Campbeltown.

Decision

The Campbeltown Common Good Fund agreed to award Campbeltown Community Council £2,500.00.

The Committee Manager advised that the contract for provision of accountancy services for the Fund was due for renewal, noting that there was a clause in the current contract which gives the option to extend the contract for one additional year. The current contract provides for services to both the Campbeltown and Oban Common Good Funds. The Members agreed with the principle of utilising the contract extension provision with the tender being issued in 2022, subject to this being agreed by the Trustees of the Oban Common Good Fund.

The next meeting of the Campbeltown Common Good Fund is scheduled to take place on Wednesday, 1 September 2021.
