The Chair welcomed everyone to the meeting and explained that no person present would be entitled to speak other than the Members of the Local Review Body (LRB) and Mr Jackson who would provide procedural advice if required.

 

He advised that his first task would be to establish if the Members of the LRB felt that they had sufficient information before them to come to a decision on the Review.

 

Councillor Trail advised that he did not feel he had enough information before him in the sense that the Appeal seemed to hinge on whether the site in question was appropriately assigned to the Countryside zone as opposed to the Settlement zone within the Local Development Plan.  He said that he could not assess the site properly from a two dimensional plan.

 

Councillor Forrest agreed that she would like to assess the site in more detail.

 

Councillor Kinniburgh agreed that he also did not have enough information before him for the reasons outlined by this colleagues.  He advised that he thought a site visit would be beneficial in this case.

 

Councillors Trail and Forrest were both supportive of having an accompanied site inspection.

 

Mr Jackson asked if the Members would wish at this stage to request from Planning Officers appropriate conditions and reasons to attach to any consent if, following the site inspection, they were minded to approve the application.

 

The Members of the LRB agreed that it would be appropriate to ask for conditions and reasons so that these could be considered if necessary at a second calling of the LRB following the site inspection.

 

Decision

 

The Argyll and Bute LRB agreed to:

 

1.    hold an accompanied site inspection to view the development site in the context of the surrounding area and to invite interested parties to attend;

 

2.    request from Planning Officers appropriate conditions and reasons to attach to any consent in the event that they were minded to approve this application following the site inspection; and

 

3.    adjourn the meeting and reconvene at the conclusion of the site inspection.
