The Chair welcomed everyone to the meeting and introductions were made.  He explained that no person present would be entitled to speak other than the Members of the Local Review Body (LRB) and Mr Reppke who would provide procedural advice if required.

 

He advised that his first task would be to establish if the Members of the Local Review Body (LRB) felt that they had sufficient information before them to come to a decision on the Review.

 

Both Councillor Currie and MacMillan confirmed that they felt that they had.  Councillor Currie advised that the request seemed reasonable, given that the pictures provided highlighted the mixture of wall cladding in the surrounding area.   Councillor MacMillan agreed that the buildings within the surrounding area appear to be mainly white in colour. 

 

Councillor Kinniburgh agreed that it would appear that everything in the surrounding area was white and simple, but that he felt that the officers dealing with the initial application must have had a reason to stipulate that the wall should be of a slate finish.

 

The Chair, Councillor Kinniburgh enquired as to whether either Councillor Currie or MacMillan required a site visit or further information to enable a decision to be taken, both confirmed that they did not.  

 

The Head of Governance and Law provided advice in relation to reaching a decision, and advised that if Members were minded to grant the request for Review, that a competent motion would be required given the complex policy context that apply to the location. 

 

Decision

 

The Argyll and Bute Local Review Body, having been minded to uphold the terms of the Notice of Review, agreed to adjourn the meeting to a later date, to allow for time to seek advice on whether a competent motion, taking cognisance of policy context within the location.
