Minutes: The Chair welcomed everyone to the meeting and introductions were made. He explained that no person present would be entitled to speak other than the Members of the Local Review Body (LRB) and Mr Reppke who would provide procedural advice if required. The Chair advised that his first task would be to establish if the Members of the LRB felt that they had sufficient information before them to come to a decision on the Review. Councillor Gordon Blair and Councillor Jean Moffat both felt that they needed further information in order to come to a decision and the Chair stated that he was of the same opinion. Councillor Blair felt it would be of benefit if the panel could be provided with a map by the Planning Department detailing the surrounding area to the site and of any other properties in the area to determine if they have had similar uPVC installations and if any have had retrospective planning permission applied. Councillor Moffat agreed with Councillor Blair and felt it would be helpful to have a clear picture of the property and the immediate surrounding area and neighbouring properties. The Chair agreed that a window survey by the Planning Department would be essential for the LRB to come to a decision and discussed the possibility of a potential site visit with the other Members of the LRB once any further written submissions had been received and reviewed by the panel. Mr Reppke advised that unless Members are familiar with the site and surrounding area then the inclusion of pictures in a survey will be of benefit to the LRB followed by the possibility of a site visit if Members were then so minded. Decision The Argyll and Bute Local Review Body agreed to; i) request further written submissions from the Planning Department in respect of; a) a window survey of the surrounding area and properties, to include colour photographs, detailing if any properties have had similar uPVC installations and if any have had retrospective planning permission applied in respect of these installations or if any have been altered without consent; b) details of materials, fenestration and method of opening of those windows included in the survey; and ii) to adjourn the meeting and reconvene at the earliest opportunity. |
