The Chair welcomed everyone to the meeting.  He explained that no person would present would be entitled to speak other than the Members of the Local Review Body (LRB) and Mr Reppke who would provide procedural advice if required.

 

He advised that his first task would be to establish if the Members of the Local Review Body (LRB) felt that they had sufficient information before them to come to a decision on the Review.

 

Councillor McCuish advised that he did not feel he had sufficient information to reach a decision.  He advised that a site visit would help him determine how important the undeveloped area is and whether this complies with the definition of a site within a rural opportunity area as suggested by the applicant.  Councillor Hardie agreed that a site visit would be beneficial to obtain a better view of the suburbanisation of an urban area as outlined  in the reasons for refusal.  Councillor Kinniburgh added that he was of a similar opinion and that he would like to carry out a site visit to get a feeling for the site and how the proposed development would fit in to the scale of the site. 

 

Councillor Kinniburgh added that it would be useful to get clarification from planning regarding the reasons for refusal, which referred to LDP DM 01, and why this was not outlined in the letter provided to the applicant.  Mr Reppke advised that this question could be asked during the site visit if Members did not want to request it as a further written submission.

 

Decision

 

The Argyll and Bute Local Review Body agreed to invite the applicant and planning authority to attend an accompanied site visit at the earliest opportunity to view the site and how the proposed development would fit into the scale of the site; and thereafter reconvene the meeting at a suitable venue close to the site.
