The Chair welcomed everyone to the meeting and introductions were made.  He explained that no person present would be entitled to speak other than the Members of the Local Review Body (LRB) and Mr Reppke who would provide procedural advice if required.

 

The Chair advised that his first task would be to establish if the Members of the Local Review Body felt that they had sufficient information before them to come to a decision on the Review.

 

With regard to the Applicant’s request for removal of Condition 3, Councillor Currie felt that there was enough information submitted but felt that the LRB would benefit from a site visit.  Councillor Douglas stated that she required further clarity as although plenty of information had been submitted she too felt a site visit would be of benefit.  The Chair agreed that a site visit would be appropriate.

 

Mr Reppke advised that depending on the attended use of the existing building, the removal of this condition could enable the re-use of the structure as a dwelling and could therefore intensify access use, which was a consideration in granting planning permission for a new build.  If this condition were to be removed there would be a need for the application to be re-visited as a new development.

 

In respect of Condition 5, the Chair and Councillor Douglas felt that this was a valid condition though Councillor Currie was of the opinion that it could be removed.  The Chair stated that the condition was required to protect against excavation but felt that once the details of the method statement have been produced and if no issues from the Archaeology Society have been raised, then he felt that his view would be that the condition could be removed. 

 

Decision

 

The Argyll and Bute Local Review Body unanimously agreed;

 

a)    to hold an accompanied site inspection to view the location of the proposed dwelling house and the structure to be demolished. Parties to attend being the Applicant and all Interested Parties; and

 

b)    to adjourn the meeting and reconvene at the conclusion of the site inspection.
