The Chair welcomed everyone to the meeting and introductions were made.  He explained that no person present would be entitled to speak other than the Members of the Local Review Body (LRB) and Mr Reppke who would provide procedural advice if required.

 

He advised that his first task would be to establish if the Members of the LRB felt that they had sufficient information before them to come to a decision on the Review.  All the Members of the LRB agreed that following their earlier Site Inspection (note of Site Inspection attached at Appendix A to this Minute) and the further information provided following their initial meeting on 12 September 2017, they had sufficient information before them to determine the case.

 

The Chair invited the Members to debate the merits of the application de novo.  Councillor Taylor said he believed that the existing requirement was too onerous but he would need to construct a competent Motion for an alternative proposal.  Councillor McCuish agreed that the current condition should be altered but likewise he would need time to consider the terms of the Motion.

 

The Chair concurred with these comments and proposed to adjourn the meeting to 22 November 2017 at a suitable time to be notified to the parties.

 

Decision

 

The ABLRB unanimously agreed to adjourn the meeting and reconvene on Wednesday 22 November 2017.

The Chair welcomed everyone to the meeting and explained the procedure that would be followed.  He then invited the Members of the LRB to ask questions.

 

Members asked to have the site and its access pointed out.  The site inspection party walked to the location and viewed the site and its relationship to the cycle path, the Council depot, neighbouring houses and a range of recycling bins.

 

Members asked for clarity about the proposed turning head and Mr Rattray pointed out the proposed location and then explained what was being required in terms of the upgrading.

 

Members sought clarity on the proposed crofting activity and Mr Macaskill and the Applicant clarified it would initially be horses and would then diversify in later years.
