The Chair welcomed everyone to the meeting and introductions were made.  The Chair advised that the only parties who would be permitted to speak would be the members of the Local Review Body Panel and Mr Reppke, who would provide procedural advice if required.

 

The Chair asked the Panel if they considered that they had enough information before them to come to a decision on the review.  Councillor Hall and Councillor MacMillan confirmed that they had enough information before them to come to a decision.

 

The Chair therefore confirmed that the Local Review Body would not need any further written submissions and that there was no requirement for a hearing or a site visit.

 

The Chair invited Members to discuss the Review.

 

Councillor MacMillan advised that he felt it was unfortunate that the change in the Local Plan had affected the application but added that there had been opportunity to have the application in before the Plan had changed.  He added that extensive investigation had gone into the preparation of the new Local Plan and that it could now not be questioned.

 

Councillor Hall advised that the site fell within a settlement boundary according to the Local Plan and that it could not be argued.

 

The Chair, Councillor Devon, advised that it was unfortunate that the site had been affected due to the changes made between the two Local Plans but infill could not be justified and if approved would fall into an area of panoramic quality.  She advised that she agreed with the recommendation made by the Planning Department and moved that this decision be upheld.

 

Councillor MacMillan said that the applicants could make representation at the next renewal of the Local Plan as the best means to take this forward.

 

Councillor Hall advised that he agreed with Councillor Devon to uphold the decision by the Planning Department.  He advised that although he wanted to encourage people to move to Argyll, he felt that there were plenty houses for sale without the need to build more.

Agreed to uphold the decision by the Head of Planning and Regulatory Services to refuse the application for planning permission.
