Chair, Councillor Gordon Blair, welcomed everyone to the meeting. He explained that no person present would be entitled
to speak other than the Members of the Local Review Body (LRB) and the
Governance, Risk and Safety Manager, who would provide procedural advice if
required. He
advised that at the previous meeting, held on 15 January 2026, the LRB had agreed to hold an accompanied site inspection
to clarify a number of points and confirmed that the site inspection had taken
place in advance of this meeting. Councillor
Blair advised that his first task would be to establish if Members of the LRB
felt that they had sufficient information to come to a decision on the Review. Both
Councillors Hampsey and Howard confirmed that they did. Councillor
Blair advised that having had an opportunity to visit the premises and see the
access utilised by customers and the operation of the shutter he no longer had
any issues. He advised that the aesthetics
of the shop front fitted well with the diversity of shop fronts both older and
more modern within the town and was happy that the premises met the functions
of a modern day pharmacy. Councillor
Howard advised that she felt the shop front lifted the area a bit and having also
seen the shutter she felt it offered a level of security befitting a pharmacy. Councillor
Hampsey agreed with the comments of both Councillors Blair and Howard and was
comfortable with what he had seen at the premises. Having
established that the LRB were minded to approve the notice of review request,
the Governance, Safety and Risk Manager provided procedural advice in relation
to the preparation of a competent motion.
Decision The
Argyll and Bute Local Review Body agreed to continue consideration of the
Notice of Review Request to a future date and time to allow Members to seek
advice on the terms of a competent motion.
