The Chair, Councillor Kieron Green, welcomed everyone to the meeting.  He explained that no person present would be entitled to speak other than the Members of the Local Review Body (LRB) and Mr Jackson, who would provide procedural advice if required.

 

He advised that his first task would be to establish if the Members of the LRB felt that they had sufficient information before them to come to a decision on the Review.

 

Councillor Wallace advised that he would have liked to see additional photographs from a range of viewpoints to show more clearly how the site sat within the surrounding area, noting that the overhead image provided did not give a good representation.

Councillor Howard agreed that further photographs would have been helpful, although she felt she had sufficient information to reach a decision on the Review.

The Chair, Councillor Green, asked which viewpoints Councillor Wallace had in mind. Councillor Wallace confirmed that a view from behind the War Memorial, looking across the site, would have provided useful context on how the site fits within the existing landscape.

The Chair then asked whether Members would welcome a site visit. Councillor Wallace confirmed that he would support this, given his limited familiarity with the area.

Councillor Green noted that it would be beneficial to have model conditions and reasons prepared should the LRB be minded to grant the application following a site visit. Councillors Howard and Wallace agreed.

Discussion was had in relation to the site visit and it was agreed that this should be an accompanied visit, with invitations extended to the Planning Authority, the Roads Department, the Applicant and Interested Parties to assist Members in considering the potential impact of the development on the surrounding area.

Decision

 

The Argyll and Bute Local Review Body agreed to –

1.    hold an accompanied site inspection at the earliest opportunity to consider the potential impact of the development on the surrounding area and requested that the Planning Authority, Roads Department, Applicant and Interested Parties be invited to attend;

 

2.    hold a second calling of the Local Review Body at the conclusion of the site inspection; and

 

3.    request from the Planning Authority, model conditions and reasons to accompany an approval of planning permission in principle should the LRB be so minded.
