Additional documents: Minutes: The Chair, Councillor Gordon Blair, welcomed everyone to the
meeting. He explained that no person
present would be entitled to speak other than the Members of the Local Review Body
(LRB) and Mr Jackson, who would provide procedural advice if required. He advised that his first task would be to establish if the Members of
the LRB felt that they had sufficient information before them to come to a
decision on the Review. Councillor Blair advised that he did not feel that he had sufficient
information to come to a decision on the review advising that he would like
clarification on whether the building was a listed building and to hold a site
visit to obtain clarification on a number of points. He advised that he would
like to hold this as soon as possible. Councillor Howard agreed advising that it would be helpful. Councillor
Hampsey agreed with Councillors Blair and Howard. Mr Jackson asked the LRB if they would like to wait until the further
information had been received before holding the site visit and if they wished
to hold the second calling of the LRB on the same date as the site visit. Councillor Blair advised that he would like to hold the 2nd
calling on the same day as the site visit and therefore wait for the further
information to be available before holding the site visit. Councillors Hampsey
and Howard agreed with Councillor Blair. Mr Jackson asked the LRB to consider whether they wished to request
model conditions and reasons which could accompany an approval of planning
permission should the LRB be so minded following the site visit. Councillor Blair advised that he would like to request model conditions
and reasons and Councillors Hampsey and Howard agreed. Decision The Argyll and Bute Local Review Body agreed to - 1. request confirmation from the Planning Authority on
whether the building was a listed building; 2. request from the Planning Authority, model conditions
and reasons to accompany an approval of planning permission should the LRB be
so minded; 3. hold an accompanied site inspection at the earliest
opportunity to clarify a number of points and to request that the Applicant and
Planning Officer be invited to attend; and 4. hold a second calling of the Local Review Body at the
