Minutes: The Chair, Councillor Gordon Blair, welcomed everyone to the meeting. He explained that no person present would be entitled to speak other than the Members of the Local Review Body (LRB) and Mr Jackson, who would provide procedural advice if required. Before proceeding further, the Chair invited Mr Jackson to advise of a representation received from the Council’s Flooding Adviser that arrived too late for the Applicant to be given the opportunity to comment on its contents. Mr Jackson advised that the representation received simply confirmed that their response submitted at the time the application was being considered remained the same and the details of this could be found within the Report of Handling which was included in the Agenda pack for today’s meeting. The Chair then advised that his first task would be to establish if the Members of the LRB felt that they had sufficient information before them to come to a decision on the Review. Councillor Brown said that she would welcome a site visit to see what was being talked about here. She advised that she appreciated all the submissions that had been made from Planning, SEPA and the Council’s Flooding Adviser, but would like to view the layout and location of the site. Councillor Howard agreed that a site visit would give her a better idea of the lay of the land and a better idea of the flooding issues that had been raised. Councillor Blair referred to the very comprehensive reports that had been received. He advised that having experience localised flooding in Dunoon, he thought it was always better to see the geography of an area in person rather than relying on maps. Decision The Argyll and Bute Local Review Body agreed to: 1. hold an accompanied site inspection at the earliest opportunity to view the layout and location of the site in order to determine what the flooding issues were and to request that the Applicant and Planning Officer be invited to attend; and 2. hold a second calling of the Local Review Body at the conclusion of the site inspection.
