Minutes: The Chair, Councillor Gordon Blair, welcomed everyone to the meeting
and introductions were made. He
explained that no person present would be entitled to speak other than the
Members of the Local Review Body (LRB) and Ms Ledsom,
who would provide procedural advice if required. He advised that his first task would be to establish if the Members of
the LRB felt that they had sufficient information before them to come to a
decision on the Review. The Members of the LRB all agreed that they would like to seek clarity
from the Roads Officer on whether there were any mitigation measures or
conditions that would allow this proposal to go ahead. Councillor Blair commented that the Applicant’s Agent had raised in an
interesting point regarding a condition placed on the nearby property
Ach-Na-Cloich Lodge. Councillor Blair indicated
that he would like the Roads Officer to review guidance provided to similarly
located developments on this stretch of road which allowed developments to commence,
with appropriate conditions ensuring road safety was not compromised. Councillor Blair acknowledged the need to comply with roads safety
regulations but pointed out that quite often a compromise could be reached to
allow developments to go ahead. Councillor Armour advised that the photographs provided by the
Applicant’s Agent had been very helpful and the Members agreed that rather than
arrange to hold a site inspection now, they would wait to receive the further
information from the Roads Officer before deciding whether a site inspection
would be required. Ms Ledsom advised that the Roads Officer
would be given 14 days to submit the further information requested and all
other interested parties would be given a further 14 days to comment if they
wished. Thereafter a second calling of
the LRB would be held. Decision The Argyll and Bute LRB agreed to request the Roads Officer to provide
the following written submission: ·
Referring to the
planning history of Ach-Na-Cloich Lodge, to review guidance provided to similarly located
developments on this stretch of road which allowed developments to commence,
with appropriate conditions ensuring road safety was not compromised. (Reference: Notice of Review and Supporting Documents, Comments from
