Chair, Councillor Gordon Blair, welcomed everyone to the meeting. He explained that no person present would be
entitled to speak other than the Members of the Local Review Body (LRB) and Ms Ledsom, who would provide procedural advice if required. He
advised that his first task would be to establish if the Members of the LRB
felt that they had sufficient information before them to come to a decision on
the Review. Councillor
Brown advised that she would like to see the site with the Roads Officer in attendance
so that they could explain the issues they had with this proposed development. Councillor
McCabe also advised that she would like to have a site inspection to see what
it was the Roads Officer was objecting to.
Councillor
Blair confirmed that he would also like to have a site inspection with
colleagues from Roads in attendance to clarify points regarding the access and
traffic intensification as a result of this proposed change of use. He
said that a site inspection was always advantageous to consider the issue of
material intensification of use and that would allow the Members to fully
consider the Notice of Review. Councillor
Blair also advised that it would be helpful for Planners to provide appropriate
conditions and reasons, if, following the site inspection, the Members of the
LRB were minded to approve this application.
He asked that, in respect of additional safeguards, Planners include a
condition which placed a restriction on the use of the holiday letting unit at
any time when the main house was in use for bed and breakfast purposes. He
said he would be keen to have these conditions and reasons available for
consideration by the LRB at their next meeting, which, he proposed, should take
place at the conclusion of the site inspection. Decision The
Argyll and Bute Local Review Body agreed: 1.
to hold an accompanied site
inspection and request the attendance of the Planning and Roads Officers, in
order to view the access road to the development and seek clarity from the
Roads Officer on the issues raised regarding the access and traffic
intensification as a result of the proposed change of use of the Annexe to short-term
letting accommodation; 2.
to request the Planning Officer
to provide appropriate conditions and reasons, in the event the Members of the
LRB were minded to approve this application.
These should include a condition placing a restriction on the use of the
holiday letting unit at any anytime when the main house was in use for bed and
breakfast purposes; and 3.
to reconvene at the conclusion of
