There were no apologies for absence.

There were no declarations of interest.

The Chair, Councillor Kieron Green, welcomed everyone to the meeting.  He explained that no person present would be entitled to speak other than the Members of the Local Review Body (LRB) and Mr Jackson, who would provide procedural advice if required.

Before proceeding further he invited Mr Jackson to advise of 4 late letters of objection received from members of the public.  He further advised that the objectors did not comment on the original planning application and, in terms of the Regulations, if the Members of the LRB wished to consider this correspondence as part of the LRB process it would have to be treated as new information with all interested parties being given the opportunity of commenting on it.

The Members of the LRB unanimously agreed not to take this correspondence into the process.  A discussion took place on whether or not Members of the LRB would require any further information at this time and again it was unanimously agreed that no further information was required.

Councillor Hardie advised that having read all the papers he was minded to refuse the application due to significant road safety concerns as detailed in the Report of Handling.

Councillor Brown agreed with the statements made by Councillor Hardie and stated she was also minded to refuse the application.

Councillor Green agreed with Councillors Hardie and Brown due to the gradients and the access proposed.  He also stated he felt it would be remiss to approve the application due to the road safety concerns, especially when considering access for emergency services and the dangers of such a gradient in winter when the road would be iced.

Decision

The Argyll and Bute Local Review Body, having considered the merits of the case de novo, unanimously agreed refuse Planning Permission based on the reasons set out in the Report of Handling by the Planning Authority.
