The Chair, Councillor Amanda Hampsey, welcomed everyone to the meeting.  She explained that no person present would be entitled to speak other than the Members of the Local Review Body (LRB) and Mr Jackson, who would provide procedural advice if required.

 

She advised that her first task would be to establish if the Members of the LRB felt that they had sufficient information before them to come to a decision on the Review.

 

Councillor Forrest advised that she would like to have site visit in order to see what windows were in place at the moment and nearby to the property as she felt this would assist her to understand what was being applied for.

 

Councillor Armour agreed that a site would be beneficial.  It was his view this would be the only way to ascertain what windows were in the neighbouring properties and what the differences would be.

 

Councillor Hampsey supported the views of her colleagues and questioned why neighbouring properties were able to obtain planning permission in the past for changes to their windows.

 

Mr Jackson pointed out the Planner Officer’s response to the points raised by the Appellant which was contained within the Agenda pack for this meeting.  Mr Jackson advised it would be for the Members of the Local Review Body to decide if they would wish further information on this to be submitted by the Planning Officer.  He also suggested that if the Members were minded to approve this application, they may wish to consider requesting from the Planning Officer appropriate conditions and reasons to attach to any consent.

 

Decision

 

The Members of the LRB agreed:

 

1.    to hold an accompanied site visit at the earliest opportunity and request the attendance of the Planning Officer and Applicant so they could respond to any questions; and

 

2.    to request from the Planning Officer appropriate conditions and reasons to attached to any consent should the Members of the LRB be minded to approve the application.
