The Chair, Councillor Amanda Hampsey, welcomed everyone to the meeting.  She explained that no person present would be entitled to speak other than the Members of the Local Review Body (LRB) and Mr Jackson, who would provide procedural advice if required.

 

The Chair referred to the previous meeting held on 10 May 2023 when further written information was requested from Planning and Transport Scotland.  This information was contained within the Agenda pack for today’s meeting along with comments from Interested Parties.

 

Before proceeding further, the Chair invited Mr Jackson to advise of late comments  received from Transport Scotland in response to comments submitted by the Applicant’s Agent.  Mr Jackson explained that this late representation, which was received on 13 June 2023, was circulated by Mr McPhillips of Transport Scotland to all interested parties.  Mr McPhillips had indicated that his comments were in direct response to those issued by the Applicant’s Architect and engineer and were aimed at addressing a number of points made in their comments.  Mr Jackson advised that if the Members of the LRB wished to take this late representation into consideration this meeting would need to be adjourned to another day in order to give all interested parties the opportunity to comment on the submission by Transport Scotland.

 

Decision

 

The Members of the LRB:

 

1.    agreed to take the late representation submitted by Transport Scotland into the process;

 

2.    noted that arrangements would be made to circulate the late representation received from Transport Scotland to all interested parties and they would be invited to comment if they wished;

 

3.    agreed there would be no opportunity for anyone to comment further on any comments received from the interested parties; and

 

4.    noted that a further meeting of the Local Review Body would be arranged following the conclusion of this process.
