The Chair, Councillor Kieron Green, welcomed everyone to the meeting.  He explained that no person present would be entitled to speak other than the Members of the Local Review Body (LRB) and Mr Jackson, who would provide procedural advice if required.

 

The Chair referred to the previous meeting held on 30 June 2022 where further information was requested from the Applicant and Planning.  At this meeting the Governance, Risk and Safety Manager was also asked to investigate the possibility of video footage of the site being taken and presented to the next meeting of the LRB, and if this was not possible, to make arrangements to hold an accompanied site inspection.

 

A site inspection was arranged for 5 October 2022 but due to adverse weather conditions, leading to changes to the ferry times, this site inspection had to be cancelled.  Video footage of the development site and surrounding area was subsequently obtained and a copy of this was circulated to the Members of the LRB and interested parties in advance of today’s meeting. 

 

Before proceeding further, the Chair invited Officers to present the video footage.

 

Mr Jackson then advised of new evidence in the form of 18 late proforma letters of support, forwarded from the one address, from individuals who had not previously made a representation on the original planning application.  It was noted that if the Members wished to take this new evidence into consideration this meeting would need to be adjourned to another day in order to give all interested parties the opportunity to comment on the letters.

 

Councillor Armour advised that it was his view that all information received was important and should be considered.

 

Councillor Brown advised that in fairness to both sides she would be minded to consider these letters.

 

Councillor Green advised that as two Members of the LRB were minded to consider these letters this meeting would have to be adjourned to another day.

 

Decision

 

The Members of the LRB agreed:

 

1.    to admit new evidence into the process in the form of 18 proforma letters of support; and

 

2.    to adjourn the meeting to give interested parties the opportunity of commenting on this new evidence and reconvene in January 2023.
