DECLARATIONS OF INTEREST

Councillor Hardie declared a non-financial interest, by virtue of knowing the Applicant personally.  He left the meeting at this point and took no further part in discussions.

 

The Adviser outlined the position in terms of the quorum for a Local Review Body and confirmed that in order for this meeting to remain quorate following Councillor Hardies declaration of interest, Councillor Hampsey who was due to observe the meeting in her capacity as Vice Chair of the Planning, Protective Services and Licensing Committee, had agreed to attend the meeting as a Member and would remain as a Member of this Local Review Body until such time as the Review has been determined.

The Chair, Councillor Green, welcomed everyone to the meeting.  He explained that no person present would be entitled to speak other than the Members of the Local Review Body (LRB) and Mr Jackson, who would provide procedural advice if required.

 

He advised that his first task would be to establish if the Members of the LRB felt that they had sufficient information before them to come to a decision on the Review.

 

Councillor Forrest advised that having considered the information provided, she felt a site visit was required to assess the situation in full.

 

Councillor Hampsey advised that she too felt that, in order to appreciate the situation, a site visit was necessary.

 

The Chair, Councillor Green advised that while he does feel he has sufficient information to come to a conclusion he appreciates the need for a site visit to appreciate the case in full.

 

Having clarified that there was no requirement for further information at this time, the Adviser provided advice in relation to the process and timescales involved. 

 

 

Decision

 

The Argyll and Bute Local Review Body unanimously agreed to:

 

1.    hold an accompanied site visit to view the development in context of the surrounding area and require both the Planning authority and Roads Department to attend with an invitation extended to all other interested parties; and

 

2.    adjourn the meeting and reschedule at the conclusion of the site inspection.
