Members were asked to suspend Standing Order 5.4 – the Member who is presiding at the meeting must do so from the specified location for the meeting and cannot join by video conferencing. 

 

The requisite two thirds of Members present agreed to suspend Standing Order 5.4 to enable discussion of reports on the Agenda.

The Chair welcomed everyone to the meeting and introductions were made.  He explained that no person present would be entitled to speak other than the Members of the Local Review Body (LRB) and Mr Jackson who would provide procedural advice if required.

 

He advised that his first task would be to establish if the Members of the LRB felt that they had sufficient information before them to come to a decision on the Review.

 

Councillor Jean Moffat expressed her dissatisfaction with the lack of photographs supplied from the Planning Department but noted that additional information had been provided in writing. She felt that she could not progress to a decision based on those submissions.

 

Councillor Lorna Douglas also felt that the pictures provided were not adequate enough to base a decision on.

 

The Chair agreed with Members and that the further information provided left him asking more questions, specifically in relation to the road conditions in the previous application which he felt focused on access to the property itself rather than access from the public road to the private road as described in the current application.

 

The Chair felt that an accompanied site visit with Officers from the Roads and Planning Department present, as well as the applicant and any interested parties, would be the best way to progress the issue to enable Members to ask questions on site. For this reason he felt there was no requirement to ask for further written information at this time.

 

Councillor Moffat agreed with the Chair stating that she felt despite the current situation with Covid-19 that an accompanied site visit would be possible with social distancing.  The Chair asked Mr Iain Jackson to confirm the current arrangements in relation to site visits.

 

Mr Jackson advised that he understood in relation to some Covid-19 restrictions easing there is  likely to be discussions shortly as how best to arrange and set-up site visits whilst ensuring social distancing is in place.

 

Councillor Douglas confirmed that she would be happy to agree a site visit before coming to a decision, particularly due to the high cost the applicant was potentially being asked to spend due to the planning conditions.

 

Decision

 

The Argyll and Bute Local Review Body agreed;

 

1)    to request an accompanied site visit be arranged at the earliest opportunity with Officers from Roads and Planning Department, as well as the applicant and interested parties requested to attend; and

 

2)    to adjourn the meeting and reconvene at a future date to be determined at the conclusion of the site visit.
