Minutes:

Councillor McCuish had resigned from Vice Chair due to work pressures.

 

A report advising members of the procedure which must be followed in order to elect a Chair or Vice Chair to the Oban, Lorn and the Isles Community Planning Group was considered.

 

The Chair opened up nominations from the Group, for the position of Vice Chair of the Oban, Lorn and the Isles Community Planning Group

 

Councillor Elaine Robertson was proposed by Councillor McCuish and seconded by Marri Malloy of Oban Community Council.  No other nominations were received and Cllr Robertson was elected to the position of Vice Chair.

 

Decision

 

The Group nominated Councillor Elaine Robertson as the new Vice Chair of the Oban, Lorn and the Isles Community Planning Group.

Minutes:

The Minute of the meeting of the Oban, Lorn and the Isles Community Planning Group held on 18th February 2016 was approved as a correct record, subject to the amendment on page 9, should read “North Argyll Carers Centre were currently working with over 80 young carers in the area”, not “TSI”.

STANDING ITEM: MANAGEMENT COMMITTEE UPDATE pdf icon PDF 93 KB

A report informing members of the Area Community Planning Group of highlights from the Community Planning Partnership (CPP) Management Committee meeting on 24th March with particular emphasis on matters raised by the Area Community Planning Groups, was considered.

 

The Chair opened the meeting for questions and the following comments were made:

 

·         Councillor McCuish advised that we need to encourage more key workers to come to Oban, Lorn and the Isles and suggested that we work closely with the Register of Social Landlords as housing was an issue  Mr Bain suggested that a working group be formed to promote why Argyll and Bute is a wonderful place to live and work.  Mr Bain advised that he offers relocation packages when people apply for jobs in the High School and staffing accommodation in the hostel annex building may be used for a short period of time, until teachers can find their own accommodation.

·         The Chair asked Mr Bain for an update relating to teacher numbers issue which had been discussed at the February 2016 meeting Mr Bain intimated that he was very grateful to the OLI Area Committee and the Parent Council for working closely with the High School to get more teachers for the next 12 months in the High School.

·         Discussion took place on road closures and the possibility of using the backroad from Oban to Connel.  It was noted that Police Scotland and the Council have looked into the back road and confirmed it is not a suitable diversion route.

·         It was noted that Oban High School and the Home Care Provision are not notified of road closures around Oban and Lorn, This can have a serious impact on school children getting home from school and Home Carers visiting their next client.  The Community Planning Officer agreed to contact Police Scotland and the Education Department regarding this issue and undertook to update the Group on how things have progressed.

·         Eleanor MacKinnon of OLI Health and Wellbeing Network suggested that we ask the CPP Management Committee if Chairs of the Area Community Planning Group could sit on their Committee as the group feels this matter should be reviewed.

 

Decision

 

The Group:

 

1.    Noted the response set out in section 4 of the report to issues raised by Area Community Planning Groups;

2.    Requested that the Area Governance Manager, Shirley MacLeod, take any further comment to the CPP’s Management Committee meeting on 9th June 2016; and

3.    Agreed to distribute the attached highlights of the CPP Full Partnership meeting to around their networks to interested and relevant persons and community groups.

PARTNERS UPDATES

Opportunity for verbal updates by Community Planning Partners

 

Minutes:

The group heard verbal updates from the following partners:

 

Scottish Fire and Rescue

 

Derek Wilson of Scottish Fire and Rescue gave an update to the Group.  He thanked everyone who attended the Engagement Event on 27th April and confirmed it has been their highest attended meeting to date.

 

He confirmed that their Strategic Plan is due to be released for a 10 week consultation period on 31st May 2016 and that this will be online and sent out to Community Councils.

 

Mr Wilson advised that training is now underway for the Swift Water Rescue and all staff will be trained by mid-July at technician level.  He confirmed that a boat will be supplied to Oban Fire Station in August and training will be provided with a go live date before the end of the year.

 

Mr Wilson updated the Group on the seasonal action plans which cover grass fires, wild fires and similar and they have raised awareness of the issue with farmers within the area.

 

He advised that they are continuing their partnership with the British Heart Foundation by offering CPR training to anyone who is interested at no cost.  Mr Wilson agreed to get in touch with the Head Teacher of Oban High School to carry out training with pupils.

 

Mr Wilson confirmed that there are 5 new trainees which have started in the Oban station who have completed their training and have all joined a group in the force. He advised that not all fire fighters chose to locate their families in the Oban area and mentioned housing availability as a potential issue.

 

The group noted the information provided and it was agreed that accommodation for new workers coming to Oban be brought up with ACHA at the August Community Planning Group meeting.

 

Police Scotland

 

Sgt Long gave an update to the group on the recent recruitment drive that Police Scotland are currently undertaking to target local people for local jobs so they can remain in the area with their families.  He confirmed that there are both full time and Special Constable posts available.  He advised that there are currently 3 officers on secondment in Oban, Lorn and the Isles for the tourist season and Police Scotland have provided them accommodation in the area.

 

Sgt Long confirmed that Oban Live was very successful from a Police point of view and there were no arrests.

 

He advised that they are following two strategies at the moment which covers rural crime prevention for theft of quadbikes, equipment, livestock etc where they are undertaking steps to prevent this occurring.

 

He confirmed that there is a new fire arms legislation which comes into action this year which allows individuals to licence their air rifles and they hope this will reduce the number of weapons on the street.

 

Stg Long updated the group on the online safety and sexting campaign which helps build awareness and advised that he visited Oban High School to talk to first and second years which went well.

Argyll and Bute TSI

 

Joan Best from Argyll and Bute TSI gave an update to the group.  She confirmed that a volunteer recruitment fair twill take place on 1st June between 11am-4pm in Glencruitten Church Hall and that  new organisations have signed up to provide volunteer opportunities.

 

She advised that Volunteer of the Year Awards will be taking place on 16th September in Oban this year in the Argyllshire Gathering Halls with Bill Clifford of Mary Meals being the guest speaker.  She asked members to consider making nominations

7.

REVIEW OF SOA DELIVERY PLANS pdf icon PDF 86 KB

Verbal update by Community Planning Manager

Minutes:

The Group heard a verbal update regarding progress relating to the review of the SOA Delivery plans and a presentation on the Community Empowerment (Scotland) Act consultation from the Community Planning Officer.

 

This led to a discussion around the potential impact of the Community Empowerment Act with regards to locality planning and the following points were made:

 

·         There was concern that there was duplication and confusion with the Health and Social Care Partnership’s locality plan. The group felt that that there was overuse of the word “locality”;

·         Felt that locality plans should be about local issues and what can be achieved rather than having a plan about other plans;

·         Suggested linking boundaries of locality plans (Community Planning) to those of the Health and Social Care Partnership

·         There was also concern that no resource was being made available by the Scottish Government to accompany the Community Empowerment (Scotland) Act requirements.

FEEDBACK FROM THE AREA COMMUNITY PLANNING GROUP MEMBERS SATISFACTION SURVEY pdf icon PDF 170 KB

Minutes:

The Community Governance Manager took the Group through a report which provided feedback to members on the findings of the Area Community Planning Group – Members satisfaction survey 2016.

 

The Chair opened the meeting for questions and the following comments were made:

 

·         It was suggested that all Area Chairs across Argyll and Bute meet;

·         The format of meetings needs to be looked at;

·         It was noted that the agendas are too big and that the Chair is always under pressure to get through each item on time;

·         It was suggested that we have 6 Community Planning Groups per year instead of 4 and cover one outcome per meeting;

·         It was suggested that we take the outcomes first on the agenda to allow people to leave after their item

 

Decision

 

The Group noted the contents of the report and it was agreed that a working group of the Chair, Councillor Robertson and Eleanor MacKinnon be set up to take the above comments forward. The working group will be supported by the Community Governance Manager.

Lucinda Gray of HIE  spoke to a report which provided an update on progress at an overall strategic level for the period to end March 2016 on Outcome 1:  The economy is diverse and thriving, was considered and  general discussion on the contents of the report followed

Minutes:

The Chair of Argyll College took the Group through a report on Oban as a university town.

 

Discussion took place on the seven recommendations which were adopted by the Oban University Town Steering Group, which are:

 

·         Developing the academic offer

·         Effective town management

·         Branding

·         Economic contribution

·         Internationalisation

·         Accommodation and infrastructure

·         Creativity and culture as a mode of engagement

Partnership Structures to Develop Culture and Heritage

Update by Library Development Officer, Argyll & Bute Council

Minutes:

The Library Development Officer took the Group through a report on the partnership structures to develop culture and heritage. Information on a potential European Funded Arts and Culture project which is early stages of development was tabled at the meeting.

 

There was a general discussion regarding cultural development within the area and it was noted that The Rockfield Centre was in close contact with Mr Baker regarding the project he was taking forward.

Minutes:

The Corporate Support Manager provided the Group with a presentation on the Economic Forum Development and feedback received. Key points covered in the presentation included:

 

·         Understanding the demographics of the Area

·         Approach of the Economic Forum

·         Opportunity for growth in tourism

·         Food and Drink industry opportunities

·         Young people and education

·         Other areas of opportunity with a focus on expanding small businesses

·         Barriers to economic growth

·         A shared vision moving forward

OUTCOME 5: PEOPLE LIVE ACTIVE, HEALTHIER AND INDEPENDENT LIVES

Minutes:

A report providing the Oban, Lorn and the Isles Community Planning Group with a progress report on the actions undertaken to establish the Argyll and Bute Health and Social Care Partnership (HSCP) from 1st April 2016, was considered.

 

Ms Henderson advised the group that Annie MacLeod is the new Locality Manager for Oban, Lorn and the Isles. She started in post 3 weeks ago.

The Group agreed to note the contents of the report.

Health and Wellbeing Network

 

Eleanor MacKinnon of OLI Health and Wellbeing Network updated the group on her report which advises that Argyll and Bute are the only area in Scotland to have established a model of Health and Wellbeing Networks which are effective in supporting and building capacity in local communities to improve health.  The report states that the Health and Wellbeing networks offer opportunities for local communities to come together to support local projects which meet local needs.

Ms MacKinnon also updated the group on the funding which is available through OLI Health and Wellbeing Network.  She confirmed that applications are now open for grants of up to £2,000 to any new project that will provide health benefits to people in the area.  She advised that details of this can be found on their website..

 

Decision

 

The Group:

 

1.    Noted the contents of the report;

2.    Noted that members are invited to link to the local networks and offer their support; and

3.    Noted the benefits of the Health and Wellbeing Network and agreed to cascade this local resource to the wider community.

Lorn and Oban Healthy Options

 

Eleanor MacKinnon took the group through a report on behalf of LOHO which updates the Oban, Lorn and the Isles Community Planning Group on their progress since presenting last year which confirms they continue to develop and provide an increasing range of services to help people with chronic conditions improve their health and quality of life.  She advised that full details of this can be provided but she briefing updated the group on the representations, the work and the immediate future of LOHO.

Health and Wellbeing in Oban High School

Presentation by Deputy Head Teacher, Oban High School

Minutes:

The Deputy Head Teacher of Oban High School took the group through a presentation on the recent success and learning of Oban High school, relating to outcome 5 of the Single Outcome Agreement.

 

She spoke about some of Oban High School’s groups such as the school of Rugby, the fantastic dance show which the school holds, the traditional school of music and the Oban High School Pipe Band and Oban Saints Youth Football.  She confirmed that the Royal Navy, the Royal Marines and St Andrews University had all been in contact with the school to arrange training or advice.

 

Ms Lawson also showed the group a 2 minute video which helped raise awareness to pupils on suicide and to try and get more people to come forward for help.

 

Decision

 

The group noted the presentation and video and congratulated the school for their ongoing success.

The Community Governance Manager advised that at the next meeting of the group, discussion on Outcome 2:  We have infrastructure that supports growth and Outcome 6: People live in safer and stronger communities would be had.  She invited Partners to submit items for discussion under these outcomes. 

 

The Group noted that the next meeting of the Oban, Lorn and the Isles Area Community Planning Group will take place on Thursday 25th August 2016 at 2pm in the Corran Halls, Oban and the Senior Area Committee Assistant agreed to look into setting up VC links between the islands so that we can have an island focussed meeting.
