Presentation by Shona Horn

Minutes:

It was agreed that Shona Horn from Scottish and Southern Power would come to the Community Planning Group on 10th September to give her presentation.

Scottish Water

Verbal update by Joanna Peebles

Minutes:

This item was continued to the September 2014 meeting where Joanna Peebles, the new Regional Community Team Manager will again be invited to attend.

Members heard from Susan Gray of Scotia Gas on the opening up of the gas market in Oban.

ACHA

Verbal update by Iona MacPhail

Minutes:

Iona MacPhail from ACHA updated the Group on the new properties at Catalina Avenue, Oban, she advised that these properties are for transfer applicants only as this will help to get a turnover of the housing stock in Oban. She updated on the open day for the community which took place at Menzies House and there was also an online survey. She informed the Group that there are 8 new builds in Connel, she also advised that the 2 properties in Bonawe are in the process of being let to families with young children.

 

Iona advised there is an overwhelming demand for housing in Oban, she stated that ACHA still own 532 properties in Oban which included 69 in Longsdale, 71 in Dunollie and 31 in Millpark. She advised that only 29 properties were let out in Oban last year and another 33 in the villages. ACHA had received over 1000 applications for the Lorn area and this was putting a heavy administrative burden on ACHA.

 

She reported to the Group that ACHA have had 2 anti-social behaviour cases in court recently, 1 was for noise and disturbance and the tenant received an ASBO for a period of 3 years. The other was for a drug dealing issue.

  2. The Group agreed that this was a very important report and that it should be brought back for further more in depth discussion to the September Community Planning Group.

Food and Healthy Weight

 

The Group heard an update and presentation on healthy weight by Carol Muir, Senior Health Promotion Specialist – Community Development.

 

Decision

 

The Group noted the partnership working activity and the contents of the paper in relation to healthy weight.

Reshaping Care for Older People

 

The Group heard a presentation from Caroline Henderson of NHS Highland in regards to reshaping care for older people.

 

She spoke about the case for change, the strategic vision and the development of Argyll and Bute.

 

Caroline advised she is willing to speak to communities along with Shaun Paul Davidson, to give them more information on reshaping care for older people.

Ross of Mull and Iona Doctors

 

Caroline Henderson updated the Group on the current position in Mull. 

 

She advised that the NHS have successfully recruited GP’s for 2 of the 3 surgeries in Mull and they are due to take up the posts in October. There is ongoing discussion about the surgery in Bunessan and how cover can be provided for that surgery.

Argyll Voluntary Action

Verbal update by Glenn Heritage

Minutes:

Unfortunately Glenn Heritage submitted her apologies for this meeting but submitted a report detailing training and events undertaken, consultations and good news by Argyll Voluntary Action.

The Group noted the contents of the report.

Befrienders

Presentation by Cathi Bertin

Minutes:

The group received a very informative presentation from Cathy Bertin on the befriending project for young people /children in the area.

 

The group asked a number of questions and were provided with detailed answers and an information leaflet.

 

Cathi advised that there will be a pilot project starting next week in Helensburgh for someone to be employed for 6 months to help out with Befrienders and if this is successful they will be looking to employ someone in each area to cover children between 5-16.

Outcome 6. People live in safer and stronger communities

9a

Police Scotland

Minutes:

Julie McLeish of Police Scotland updated the Group on the recent structure changes which have been in place for a couple of months, she advised that Chief Inspector Baillie has settled into her post well.

 

She reported that they have been looking into razor clam fishing as there have been a few issues with this and it is a real danger to people.

 

Julie updated the Group on the incident that took place at Tiree Airport where the wind caught a plan and the plane had to crash land, she advised no one was injured.

 

She reported on the road closures which took place on Friday 30th May and advised that Police Scotland are now looking into a number of proposals to help with traffic management when a road has to be closed for a period of time following an accident. They are carrying out a feasibility study to ensure all diversion routes are safe and that there is a clear communications strategy via media and signage to help manage the situation.

9b

Scottish Fire and Rescue

Minutes:

Eddie Renfrew from Scottish Fire and Rescue advised the Group that they had met most of the targets in the Fire Plan for 2013/14.

 

He advised that they are considering starting “cook safety” courses in sheltered housing complexes as there are a number of false alarms.

 

He advised that there is an actors group called “Home Sweet Home” that could deliver Community safety based plays in the area. There is a cost of approximately £600 for which funding may be available.

 

The Group noted the information provided and agreed that further enquiry should be made into the possibility of inviting ‘Home Sweet Home’ to this area.

10.

Issues raised by Community Councils

Minutes:

Marri Malloy of Oban Community Council raised the issue of the article that appeared in the Oban Times a couple of weeks ago about Costa Coffee coming to Oban. She is extremely disappointed in the way in which the matter was reported by the Oban Times as it did not properly reflect the way in which it was dealt with by the Community Council at their meeting.
