Minutes of meeting of Oban Lorn & the Isles Local Area Community Planning Group held on 13 June 2012

Minutes:

 

The Minutes of the Meeting of 13th June 2012 were approved as a correct record.

Partnership Updates

Minutes:

 

Inspector McLeish advised the Pub Watch scheme has been very active with actions being taken against 3 individuals, this scheme is run by the Licensed Premises. The Parking in Oban is at 80% compliance and Strathclyde Police are doing a joint initiative with Strathclyde Fire and Rescue where leaflets are being put in cars to highlight cars obstructing areas and Fire Engine not being able to get through.  The is a Road Policing day where they are targeting Seatbelts and the Police Office is getting new windows and new furnishings.

 

Eleanor MacKinnon spoke on the Community Renewable Bill, with information being fed but to the Scottish Government from the third sector.  She advised the Health and Wellbeing Fund have money available for any groups wishing to take forward initiatives.  There are two part time workers in Oban for Rape Crisis.  Eleanor advised this was her last Community Planning Group meeting and the Group wished her well in her new job.

 

Graham Bryce from West Highland Housing Association advised the Association were refurbishing properties at Appin, Tobermory and Taynault.  He spoke on the BioMass Scheme and the Progressive Care Centre.

 

Councillor Hall spoke on Atlantis Leisure having to cope with funding cuts, the single fire service, single police force and Bids4 Oban.

 

Councillor Robertson spoke on the Community Care Hub, Community Payback and the Oban Common Good Fund.

4a

Scottish Water Update

Jane McKenzie, Scottish Water

Minutes:

 

Jane McKenzie from Scottish Water gave an update on Scottish Water’s activities in the area.  She advised Scottish Water will be working on the water mains on Tiree at the end of September and working in Oban.  She further advised that Scottish Water will be working at Benderloch as part of a mini project and will be resurfacing part of the road.  There will be a growth and quality project on Mull from Craignure to Tobermory.

5.

Oban Gaelic Centre and Oban High School Multi-Media Studio

Minutes:

 

The Group heard from the Education Support Officer on the Gaelic Centre in the Corran Halls and a Mulit-media Studio in Oban High School.

 

The Group asked questions on opening hours, and the need for a Gaelic Centre.

Minutes:

 

Councillors Hall and MacIntyre gave an update on Bids4Oban advising all activities have been focusing on developing a comprehensive BID Proposal.  The focus now is campaigning for a Yes vote at Ballot, and putting in place mechanisms for the operation of the ne BID Company.  Councillor Hall spoke on the BID Priorities that the Project Timetable.

Community Safety Partnership Exception Reporting to Area Community Planning Group pdf icon PDF 106 KB

Argyll & Bute Council – Shirley MacLeod, Governance & Law

 

Minutes:

 

The Area Governance Manger spoke on the activities of the Community Safety Partnership and Councillor MacDonald asked about Road Traffic incidents particularly in Appin.

 

Councillor McDougall advised the Group that Community Transport on Mull is up and running with the donation of the Balimory Bus from the BBC.

 

Councillor McCuish advised the emergency routs for the A83 was now finished saying this is only a temporary solution.

The Group noted the information provided and agreed to include Road Traffic Accidents in the Community Safety Partnership strategy in terms of Travel Safety.

FUNDING OPPORTUNITIES FOR EVENTS AND FESTIVALS pdf icon PDF 54 KB

Minutes:

 

The Group heard from the Community Development Officer on the range of support available for events and festivals in Argyll and Bute including the Third Sector Grants, other Council funding and resources, and external funding opportunities.

This item was withdrawn due to no Strathclyde Fire & Rescue presence.

Co Production Conference

Report by Glenn Heritage, Argyll Voluntary Action

Minutes:

 

Eleanor MacKinnon advised the Co-Production conference proposal was approved at the Community Planning Management committee in August and will be taken forward by a small group.  The target audience for this conference are public sector staff and this will support implementation of the model of care across Argyll and Bute.  There is an Argyll and Bute Local Services Initiative event in October and AVA are ensuring relevant links are made.

Argyll & Bute Council – Eileen Wilson, Chris Carr, Improvement & HR

Minutes:

 

The IOD Projects Officer spoke on the population projections for Argyll and Bute.


Councillor Robertson asked about the % for Argyll & Bute Schools being used in specific areas regarding school closures and was advised that the data zones do not marry with the catchment areas for schools.

 

The Group asked question on the use of the data for Planning Applications, how to increase population through jobs, development, colleges, and schools.

 

Decision

 

After a full discussion the Group agreed to note the information provided.

 

Councillors Devon, McCuish, Hall, and MacDonald, Inspector Julie McLeish and Mr Bryce intimated their apologies and left the meeting at this stage.

Decision

 

The Group noted the Oban Community Action Plan would be populated and agreed it would be brought back to a future Community Planning Group meeting once complete.

 

Councillor MacIntyre intimated his apologies and left the meeting at this stage.

Argyll & Bute Council – Morag Brown, Improvement & HR

Minutes:

 

The IOD Programme Manager gave an update on the Community Resilience project advising that communities are being encouraged to complete the Scottish Government “Guide to emergency planning for community groups”.  Packs are going to be distributed by AVA and the Police to Community Councils.  The Community Planning Partnership is encouraging communities to complete their resilience plans and to highlight and promote the importance of self resilience.

 

Decision

 

After a full discussion the Group agreed:-

 

                                              i.            To note the progress of the Community Resilience project to date.

                                             ii.            To endorse the approach to the distribution and promotion of the Scottish Government community resilience toolkits.

                                           iii.            To promote the project within Bute & Cowal to encourage communities to complete their resilience plans and to highlight and promote the importance of self-resilience.

UPDATE FROM SHORT LIFE WORKING GROUP

Argyll & Bute Council - Laura Macdonald, Community & Culture

 

Minutes:

 

The Group heard from the Community Development Officer on the recommendations from the Short Life Working Group.

 

Decision

 

The Group agreed:-

 

i.                     To the suggestions from the working group and community engagement discussions and agreed to implement them for the next Community Planning Group Meeting

ii.                   Members would discuss the Councillor attendance at the next Area Committee Meeting.

iii.                  The working group will review the effectiveness of the new engagement arrangements after 4 meetings.

Improving Opportunities

7a

Minutes:

 

The Group noted the review of the existing byelaw within Oban prohibiting the consumption of alcoholic drink in designated public places.

 

Decision

 

The Group agreed if they had any issues with the proposal they would raise it with the Area Governance Manager.

CHANGE FUND Presentation

NHS Highland – Pat Tyrell

Minutes:

 

Having received apologies from the NHS Highland this item was continued to the next Community Planning Group meeting.

7c

Area Forum Events

Minutes:

 

The Group heard from the Area Governance Manager on the proposals to hold an annual area forum event.

 

Decision

 

It was agreed a Short Life Working Group would be set up to consider this and feed back to the Community Planning Group in December.

Questions and any other business

Minutes:

 

Councillor MacDougall advised there was a new physiotherapy scheme on Mull which will mean people do not need to go to Oban.

 

The next Community Planning Group meeting will be on Wednesday 12th December at 6.30pm in the Corran Halls, Oban.
