The Minutes of the meeting held on 12th May 2010 were approved as a correct record, subject to amendment to reflect Eleanor MacKinnon’s attendance.

John Lauder and Clary Elliot from Sustrans provided the group with a useful and informative presentation on progress on the multi-use path from Oban to Fort William.  Further updates to be provided periodically.

It was agreed to continue consideration of the adoption of a draft Local Area Partnership Agreement for the Area Community Planning Group to the next meeting to allow partners to discuss with their respective agencies.

THE NEW VISION FOR ARGYLL AND BUTE - Report by Argyll and Bute Council pdf icon PDF 249 KB

Minutes:

The Group noted the report by the Head of Improvement and Strategic HR on the New Vision for Argyll and Bute.

6.

BUDGET CONSULTATION WORKSHOP - Argyll and Bute Council

Minutes:

Jo Smith (Communications Manager) and Douglas Hendry (Executive Director - Customer Services) gave a slide presentation and talk on the Council's budget, showing where high areas of expenditure are and explaining the reasons. 

 

All agreed that the Third Sector should be involved at an early stage to allow assessment of where they could fit in and to consider cost implications to them, in addition to volunteer willingness and whether organisations are qualified to assist.

ADULT LEARNING DISABILITY CONSULTATION - Argyll and Bute Council (Community Services) pdf icon PDF 49 KB

Minutes:

The Group noted the report by Jim Robb, Head of Adult Care, Argyll and Bute Council, advising that Adult Care Management staff will be consulting and communicating with service users, carers, community groups, staff and other stakeholders on the emerging short listed options for the review of services for adults with a learning disability in Argyll and Bute.

8.

COMMUNITY ENGAGEMENT STRATEGY UPDATE - Argyll and Bute Council pdf icon PDF 238 KB

Minutes:

The Group noted the terms of a report by Eileen Wilson and acknowledged the progress made in delivering the Community Engagement Strategy.  The Strategy was agreed and adopted by the Community Planning Partnership in May 2009.

CONSULTATION DIARY - Argyll and Bute Council pdf icon PDF 269 KB

Minutes:

The Group agreed to the proposals in the report by Eileen Wilson and added that there is a need to incorporate a means of feedback.

 

The next update on the Consultation Diary to be brought to the January LACPG and four-monthly thereafter.

10.

COMMUNITY POLICING PLAN 2010/11 - OBAN NORTH AND LORN - Strathclyde Police pdf icon PDF 196 KB

Minutes:

Chief Inspector Glen Bland presented a report on Oban North & Lorn policing plan, highlighting an increase in police officers in the area and working with neighbouring police forces, resulting in better detection and enforcement of crime in the area. 

11.

LOCAL AREA COMMUNITY PLAN

Minutes:

Seminar 1 feedback is being analysed and incorporated into the draft plan and will form the basis of discussion at Seminar 2 to be held on Saturday 20th November 2010 in Oban High School.  A report to be brought to November meeting of the LACPG.

 

The Group discussed the possibility of including access to Pyramid to all partners (read only).
