Oban, Lorn and the Isles Community Planning Group - 16th February 2017 PDF 78 KB Minutes: The minute of the Oban, Lorn and the Isles Community Planning Group meeting of 16th February 2017 was approved as a correct record. In regard to page 5, the Chair referred to the restructure of the Governance and Law team in the Council and thanked Lorna Elliott, who is no longer in her role of Community Governance Manager, for all her hard work and commitment. The Chair asked that a letter of thanks be sent to Lorna from the OLI Community Planning Group. Duncan Martin of Oban Community Council advised the Group that the next meeting they are holding to address concerns regarding Oban Hospital is scheduled for the evening of 13th June in the Corran Halls which is open to the public. |

ELECTION OF NEW CHAIR PDF 96 KB Report by Community Governance Manager Minutes: The Area Governance Manager informed the Group that the election of the Chair of the Oban, Lorn and the Isles Community Planning Group was due. The Current Chair of the Oban, Lorn and the Isles Community Planning Group invited nominations from around the table for the position. Decision It was agreed to elect Margaret Adams of Ardchattan Community Council as Chair of the Oban, Lorn and the Isles Community Planning Group respectively proposed by Councillor Robertson and seconded by Duncan Martin of Oban Community Council. PARTNERS UPDATE Opportunity for verbal updates by Community Planning Partners Minutes: Scottish Fire &
Rescue Derek Wilson updated the Group on statistics over the last quarter for Scottish Fire and Rescue in the Oban, Lorn and the Isles area. Mr Wilson gave a presentation to the group on the local area plan consultation for 2017. He spoke about the national overview and the local overview, the management structure and the operational activity overview. Derek invited members of the group to participate in the consultation, which is open until July Argyll & Bute TSI Joan Best advised the Group that the Robertson Trust will be in Oban on 8th May for 1 to 1 sessions but they are fully booked but advised the Big Lottery are in Oban on 16th June for 1 to 1 sessions and there are currently 5 spaces left. She confirmed that this year’s Recruitment Fair will be held on 17th June in the Argyllshire Gathering Halls and the Volunteer Awards are on 7th September. Emails giving details of both of these events are attached with the minute of this meeting. Hope Kitchen Lorraine MacCormick gave an update to the Group on the new premises that Hope Kitchen will be moving into in June. She confirmed it will be on 2 Soroba Road (the old Swap Shop) and thanked the community for all their help and support in making this happen. She advised there will be an open day in June and agreed to forward this information for distribution around the Group once confirmed. Lorraine advised that Hope Kitchen are holding a number of events on week commencing 8th May for Mental Health Awareness Week and welcomed anyone to come along. |

Highlands and the Islands Enterprise PDF 139 KB Update by Area Manager, HIE Minutes: The Group gave consideration to a briefing note providing a progress update on the key activities for Outcome 1 which included information on the multi-agency group looking at joint recruitment strategies and the actions they are progressing; the progress made by the Argyll and Bute Developing the Young Workforce (DYW) group and the work being undertaken to produce a report highlighting maritime industry training opportunities. Consideration was given to the recent report from the Argyll and Bute Economic Forum which highlighted the good progress achieved so far on the recommendations made in the original Forum report and highlighted areas where greater emphasis was suggested for progression in 2017, which included upping the game in the tourism offering; engaging business with local schools; further development of Argyll College and SAMS; mobile connectivity and road improvements. Participatory Budgeting PDF 414 KB Update by Community Development Officer, Argyll and Bute Council Minutes: The Group gave consideration to a presentation outlining how Participatory Budgeting is recognised internationally as a way for local people to have a direct say in how, and where, public funds can be used to address local needs. The Community Development Officer advised of the money available in Argyll and Bute to strengthen and grow Gaelic. She outlined the steps taken in the process to generate ideas from members of the public, with at least one application being received for each administrative area throughout the Council area. Ms MacDonald further advised that voting had opened on 6 April for a period of one month at www.abpb.co.uk and urged partners to spread the word. Health and Wellbeing Team - Annual Update PDF 123 KB Update by Health Improvement Principle Additional documents: Minutes: The Group gave consideration to a briefing note, which highlighted some key achievements for the Health Improvement Team during 2016-17. Having established that the aim of the Health Improvement Team is to take a preventative approach to health problems in order to improve the health of the population of Argyll and Bute, Alison McGrory spoke of the four themes of the strategic priorities; getting the best start in life; working to ensure fairness; connecting people with support in their community and promoting wellness not illness. She also outlined the unique small grant funding opportunity through the local Health and Wellbeing Networks and provided some information in relation to projects this has funded over the year. Ms McGrory advised that a more comprehensive report had been prepared outlining the activity of the team during 2016-17 and is available at www.healthyargyllandbute.co.uk and urged partners to think ahead as a Community Planning Group as to how they could promote the preventative measures outlined. Having previously noted the intention of the Management Committee to set up a short life working group to consider the recommendations of a recent report on Community Transport in Argyll and Bute ( page 11 of agenda in respect of highlights from the Management Committee meeting of 30th March) the group agreed to suggest to the Management Committee that Oban, Lorn and the Isles pilot/progress this issue given the high levels of loneliness and isolation which are experienced by people and the impact which lack of community transport can have on this matter Decision The Group noted the contents of the briefing note and annual report and agreed to ask the Management Committee short life working group to consider that Oban , Lorn and the Isles CPG progress their work in respect of considering ways to improve community transport in the area in an effort to reduce loneliness and isolation. Falls Prevention Work - Update PDF 179 KB Briefing Note by Co-ordinator Prevention and Management of Falls, NHS Highland. Minutes: The Group gave consideration to a briefing note outlining the ongoing work in the prevention of falls in older people; the importance of the strength and balance exercise programme and the challenge of communities to understand that falls can be prevented through individuals investing in physical activity to reduce risk and minimise injury. Healthy Options - Healthy Villages PDF 7 MB Update by Healthy Options Director Minutes: Hugh MacLean and Jackie Barron of Lorn and Oban Healthy Options gave a presentation to the Group on extending care into the community and what services they provide. They spoke about the new evolving relationships, the healthy villages and the barriers to healthy villages and Oban health town becoming a reality. Update by Assistant Active Schools Manager Minutes: The Group heard a presentation on the Active Schools cluster in OLI and what has been achieved to date. Karen MacCorquodale, Assistant Manager spoke about the world class sporting system, the increasing participation and the building capacity. Gillian Walker, Active Schools Coordinator spoke about the primary schools in the Oban, Lorn and the Isles area which have won gold, silver and bronze awards and Nona Thomas outlined the classes and opportunities being made available to pupils in Oban High School Decision The Group noted the presentation and information provided.
