The Chair advised members that the group’s secretary, Andrea Moir, was moving to another position within Argyll & Bute Council and that this would be her last meeting as secretary to the group. He expressed his thanks for all the support he and the group members had received over the years and wished her well in her new position.

 

The Chair intimated that item 7. (a) Police Scotland – CONTEST Project should be titled UK Government Contest Strategy.

The Chair ruled and the Group agreed to take item 8 (Outcome 3: Education, Skills and Training Maximises Opportunities for All) in it’s entirety out of sequence to facilitate officer attendance. This item was therefore taken after item 5 (Community Broadband Update) on the agenda.

Superintendent McClymont took the Group through a briefing note on the highlights from the Management Committee meeting held on the 30th September 2016 and responses by the Management Committee on issues raised by the Area Community Planning Groups

It was noted that an invite had been extended to the Chairs of the Area Community Planning Group to attend Community Planning Management Committee meetings on a regular basis.

Minutes:

The Community Governance Manager took the Group through a briefing which provided an update on the current development work being undertaken on the Local Partnership Plans and how this will shape the Area Community Planning Groups moving forward.

The Group:

2.    Agreed the February 2017 Bute and Cowal Community Planning Group meeting will focus solely on Locality Planning.

The Community Governance Manager took the Group through a briefing report that highlighted the outcomes of the Superfast Broadband Rollout workshop held on the 27th October 2016. Several members had attended the workshop and agreed that it had been very useful. It was also noted that one of the suggestions made by workshop participants regarding better communication with the wider community by providing written information locally as well as on line had already been actioned via advertising in the local press.

Minutes:

Jenny Hunter took the Group through a presentation and briefing note on the youth art projects, exhibitions and events currently being undertaken by the Dunoon Burgh Hall Trust and also provided an update on the progress of the programme of building works that the Burgh Hall is currently undergoing.

 

Several members of the group had taken part in activities initiated by the Dunoon Burgh Hall and provided additional information on this.. Councillor Marshall intimated praise for the work being undertaken by Jenny Hunter

Briefing note by the Adult Learning Manager

Minutes:

The Group considered a progress update report on the work carried out by the Argyll and Bute Strategic CLD Partnership with the publication of a web based Community Learning and Development Plan.

 

Decision

The Group noted the contents of the report and agreed to include consideration of learning and development opportunities when discussing Locality Planning at the February meeting.

Briefing note by Head Teacher

Minutes:

The Head Teacher for Dunoon Grammar School took the Group through a presentation and briefing note which highlighted the key aims and achievements of Dunoon Grammar School to date and future plans.

 

Members of the Group intimated praise for Dunoon Grammar School as a whole and also in recognition of the work achieved by David Mitchell as Head Teacher.

Police Scotland - Your View Counts Survey

Briefing note by Police Scotland (to follow)

Minutes:

Superintendent McClymont took the Group through a briefing note on the Police Scotland’s Your View Counts Survey which is an online public consultation survey which Police Scotland are currently using to ascertain what the public deem as policing priorities. Results of the survey are collated on a monthly basis with the five identified priorities staying as a constand but the level of priority changing according to the survey results.

Superintendent McClymont took the Group through a briefing note on the UK Governments contest Strategy and how this has been implemented in Scotland to safeguard vulnerable people and communities from the threat of radicalisation using the 4 P structure (protect, prepare, pursue, prevent).

Minutes:

The Children and Families Locality Manager provided the Group with a briefing note on the Cowal Family Pathway which is an Early Years Collaborative project based on the Getting it Right for Every Child (GIRFIC) model and is due to be implemented in December 2016. The Cowal Family Pathway is designed to assess a child’s needs from pre-birth to age five by focusing on joint working between the agencies involved.

Briefing note by Help Project Manager

Minutes:

The Manager for HELP (Argyll and Bute) Limited took the Group through a presentation and briefing note which provided an overview of work carried out by the project in Bute and Cowal and also highlighted their main goals and achievements to date, with particular emphasis on the work currently being undertaken by the Community Task Force.

 

Decision

The Group:

1.    Noted the contents of the report and;

2.    Agreed to promote the HELP Project’s request for Community Ambassadors who will have an input into the project.

9.

PARTNERS UPDATE

Opportunity for verbal updates by Community Planning Partners

Minutes:

Loch Lomond and the Trossachs National Park

The Loch Lomond and the Trossachs National Park representative provided the Group with the following email update:

 

Two decisions from National Park Board Meeting on October 24th:

 

Live Park – the new Local Development Plan for the National Park – has been approved by reporters representing the Scottish Ministers. Some minor modifications have been implemented. The modified version is now out for final consultation, before being adopted.

 

The implementation plan for Your Park – the plan for new bye-laws and for the introduction of camping management zones in a few selected areas of the Park which experience significant visitor pressure – was approved and will come into force in March 2017. None of the areas subject to these new bye-laws or management zone are in this part of Cowal.   

 

Police Scotland

Inspector Ewan Wilson from Police Scotland informed the Group that Pubwatch is still operational in the Cowal area with nine licensed premises currently signed up to it. It was reported that this initiative is working very well.

 

Scottish Fire and Rescue

A Scottish Fire and Rescue representative informed the Group that they are currently piloting a Slips, Trips and Falls initiative in partnership with NHS Scotland in the Oban Area. If this proves successful then it will be rolled out across Argyll and Bute. The Group were reminded that if they have any concerns regarding anyone at risk to contact Scottish Fire and Rescue who will arrange a home visit.
