The Minutes of the meeting held on 16^th February 2021 were submitted and approved.

The applicant, and prospective Premises Manager, Ashley Griffin attended. He explained that they would be doing remote sales only and there would be no on-sales. The gin is produced, bottled and stored in one building. The bottles will be sold from the same building via on-line sales and posted out. The site will not be open to the public.

 

Rory Colville enquired as to whether a change of use of the outbuilding had been obtained. Mr Griffin advised that planning permission had been granted for change of use with a condition that a new driveway be provided.

 

The Chair moved to grant the application as applied for.

Summary Sheet attached – Item 4(b)

The applicant, Philip Green attended. He is also to be the Premises Manager. Mr Green explained the premises is very much a family friendly campsite with facilities and including a large patio area to the front of the premises for sitting.   Eric Dearie, Licensing Standards Officer spoke to the terms of his report and advised that he had no issues with the application.   Rory Colville enquired about a terminal hour for the outside area and asked if the Board policy would be acceptable.. Mr Green advised that this would be fine as outdoor service will be finishing much earlier than the terminal hour of the premises.   The Chair asked if children and young persons would be permitted to go into the premises unaccompanied. Mr Green confirmed that he would like them to be able to go in to buy sweets, ice lollies and such like from the shop. The Chair confirmed this would be acceptable.   The Chair also asked what kind of live performances were likely to take place. Mr Green explained that, on the occasional afternoon, they may have an acoustic performer. They may also have a band or a DJ in the function room for a specific event but they would ensure that any neighbouring properties were not disturbed.   Rory Colville mentioned that the premises had changed hands several times over the years and that a lot of tourists seemed to bypass it on their way to get the Arran Ferry. He thought it might be an idea to try and attract tourists and cyclists to stop there. Mr Green confirmed he was looking to explore lots of avenues in this area.   The Chair moved to grant the application as applied for.   With no one else being otherwise minded, this became the decision of the Board.

 

Summary Sheet attached – Item 5(a)

Niall Hassard, Solicitor, Glasgow attended together with Jack Madigan-Wheatley, one of the Directors. Niall Hassard explained that the first phase of this development was approved at the Licensing Board meeting on 25^th February 2020. The development has been well received and is popular on the island. This is the next, and more substantial phase, of the development and is for the visitor centre, café and production area. It is to create a hub for the community and visitors and also to showcase and host local produce. They realise that they will need to take things gradually and collaboratively with regard to the commencement of certain activities such as weddings, functions and late hours due to the proximity of the premises to residential dwellings and acoustic specialists have been appointed for this reason. They are happy to accept any conditions, terminal hours etc. the Board may wish to add to the licence.

 

Raymond Park, Licensing Standards Officer advised that most of the points in his report had already been covered by Mr Hassard and he had no real issues with the application.

 

Richard Gorman, Environmental Health Officer advised that he had been working with the applicant for over a year now. He had some concerns at the beginning with regard to the potential for noise disturbance from functions held late at night as the development is sited close to the town centre surrounded by residential properties. However, nothing like this is to happen just now. One of the conditions on the Planning Consent is that there is to be no amplified music (either live or recorded) after 10pm, and the applicant is happy to have a similar condition attached to the licence. He further advised that there are a wide range of activities proposed which are unlikely to cause any noise problems.

 

Wendy Maginnis of Police Scotland referred to their letter of representation dated 15^th April, 2021 and advised that  they had been in contact with Niall Hassard and the applicants and any concerns they had have now been addressed. They have no objections to the application.

 

Rory Colville said that he thought it was an excellent application. However the problem will be noise disturbance. He asked if the relevant planning conditions could also be incorporated into the premises licence. Susan Mair, Depute Clerk advised that this was possible although not strictly necessary.

 

Richard Trail remarked that it was an extensive application in a residential area but that he was very happy to go approve it. He had been impressed with the comments from the applicant’s solicitor and Environmental Health.

 

Jean Moffat agreed she had no hesitation in approving the application.

 

The Chair asked if the planning condition was lifted, would it have to come back to the Board.

 

Susan Mair, Depute Clerk replied that this was a matter for the Board to decide. There could be submission of further noise tests to determine what can be done. She advised it may be a good idea to come back to finalise matters for the reassurance of the Members.

 

Niall Hassard replied he was happy to work the Board with regard to approval of a Noise Management Plan before hosting any events.

 

The Chair advised they would still need to apply for Extended Hours applications. Niall Hassard confirmed this was understood.

The Chair moved to grant the application subject to the relevant planning condition being added to the licence and to come back to the Board if the condition is to be lifted. Susan Mair, Depute Clerk added wording for the licence could also be final between herself and Niall Hassard.

 

The Chair moved to grant the application as per the above conditions. With no-one else being otherwise minded, this became the decision of the Board.

 

The applicant wishes to vary the licence as follows:-

1) The sale and service of alcohol in two external areas adjacent to the main licensed premises.

2) Change to the layout plan to take into account the two outdoor areas.

 

Summary Sheet attached – Item 6(a)

The applicant, David McGhie appeared and spoke to the terms of the application which sought to allow guests to be served outside in two additional areas. He described the two areas and explained no major food would be served in these areas. There was to be no increase in capacity and there was no passing trade due to the location of the premises.

 

Licensing Standards Officer, Eric Dearie explained that the premises was situated in its own grounds and was not near to any other properties. Board policy should apply in respect of the terminal hour of 8.00pm for children and young persons and 10.00pm for adults.

 

The Chair confirmed that this was a straightforward application and moved to grant as applied for.

 

With no-one else being otherwise minded, this became the decision of the Board.

 

The applicant wishes to vary the licence as follows:-

1) To amend the seasonal variation.

2) To include outdoor drinking facilities during core licensed hours.

3) To increase the on sales capacity.

4) Proposed new layout plan to incorporate additional external space.

5) To change the name of the premises to Cadillac Kustomz Hotel.

 

Summary Sheet attached – Item 6(b)

Peter Lawson and Anna Fox, Solicitors, Glasgow attended together with the applicant, Brian Jamieson. Peter Lawson spoke to the terms of the variation which sought the following:- to amend the seasonal variation; the addition of an outdoor drinking area; to increase the on-sales capacity;, and to change the name of the premises.

 

It was noted that seven letters of objection had been received from the following individuals:- Charlotte McLachlan & Robert Duff, 22A Marine Place, Rothesay; Elizabeth Ferguson, 21 Marine Place, Rothesay; Jim McLachlan & Shari Strathie, 30 Marine Place, Rothesay; June Le Gallais, 3 Acer Close, Loughborough; Sean Douglas & Nicola McLachlan, Glensannox,24 Marine Place, Rothesay; John G Masterton, 24a Marine Place, Rothesay; and Alexander McLachlan & Fiona Campbell, Striven View, 22 Marine Place, Rothesay. Two of the objectors, Shari Strathie and Sean Douglas, were in attendance.

 

Peter Lawson advised that there was no objection to the seasonal variation or the change of name. With regard to the increase in the on-sales capacity, he had spoken to Building Standards and he was happy to accept the figure of 110 which they had suggested.

 

Turning to the matter of the outdoor drinking area, he explained that there was a considerable history of difficulties between the objectors and the applicants but some of the concerns which the objectors had have now been dealt with. Occasional licences had been applied for and granted last year with a number of local conditions and they had operated without complaint. The applicant is happy to restrict the use of outdoor tables to the service of alcohol being provided with food only and a terminal hour of 9.00pm would be reasonable. Screens have been bought to provide cover from the neighbours.

 

The Licensing Standards Officer, Raymond Park advised there were two points which could cause problems, those being the outdoor area and the proposed increase in capacity. The objectors are not happy with the increase in capacity and Raymond Park suggested that the Board may wish to refer the capacity figure to Building Standards.

 

With regard to the outdoor area, when occasionals were granted last summer, there were a number of local conditions attached to the licences the licences as follows_

 

1. The licensee shall ensure that persons under 18 years of age are admitted in the company of a parent/guardian only and remain supervised by that person for the duration of the event.

 

2. The licensed premises shall only be used where permitted by, and in accordance with, the current legislation, regulations, directions and guidance from the UK and Scottish Governments

 

3. The licence holder shall produce, on request, a copy of the risk assessment carried out in relation to the premises to a relevant authorised person or constable

 

4. Bona fide residents of the hotel may sit in the designated outdoor area (4 tables to accommodate a maximum of 16 people) and are permitted to consume alcohol only between the hours of 12pm to 5pm

 

5.  Residents that wish to use the outdoor area from 5pm to 9pm must also be having a meal.

 

6.  Non-residents of the hotel may only use the outdoor area to consume alcohol, provided they are also having a meal between the hours of 12pm to 9pm

 

7.  Any person using the outdoor area must be seated at a table.

 

8. The use of the outdoor area must cease by no later than 9pm and the tables and chairs must be removed and stored away by 9.30pm at the latest.

 

9.  No forms of entertainment including amplified, acoustic or recorded music are permitted in the outdoor area.

 

10. The current noise management plan is to be revised to take account of the foregoing conditions and submitted for approval by Environmental Health Services.

 

11.  The licensee will ensure that all the controls in the noise management plan are strictly complied with when the outdoor area is in use including the use of CCTV.

 

Richard Gorman, Environmental Health Officer advised that he had spoken to the applicants and there were no noise complaints last year. He had asked for the Noise Management Plan to be updated and this has been done. He would recommend that the local conditions previously imposed should be re-applied. He confirmed that he was happy with their Covid-19 Risk Assessment.

 

Police Scotland confirmed they had no objections to the application.

 

Sean Douglas, objector, thought that the conditions put in place last year seemed a reasonable compromise. He advised that the premises were not frequently used last year and it was not particularly busy. He says this is different to what the applicants were looking for originally. However, with regard to the parking, you cannot park on the shore side of the road a lot of the time and when the applicant has gigs or events on, there is not enough parking space. He further advised that he was an architect and with regard to the capacity and based on the plans submitted, he calculates a figure of 90 persons.

 

Shari Strathie, objector, explained that she used to live next door to the premises but has now moved a few doors down to 30 Marine Place but can still hear the noise. She is happy, however, with the local conditions which were read out as long as the licence holder can manage the premises within those conditions.

 

Richard Trail advised that if there are breaches of the conditions then these need to be reported to the Environmental Health Officer.

 

Jean Moffat advised that whatever was agreed to today, she has never hesitated to report problems to the appropriate services. 99% of the problems come from the general public and she said she would have no problem in permitting this application because the premises has very attentive neighbours.

 

Rory Colville asked about reports from an objector that indoor drinking was going on during the lockdown and asked Police Scotland if they had this report.

The applicant wishes to vary the licence as follows:-

2)  To offer takeaway food and alcohol.

 

Summary Sheet attached – Item 6(c)

The applicant, Matthew Reade attended and explained the terms of the variation which sought to add off-sales Monday to Sunday 10.00am to 5.00pm to help with the current situation and to be able to offer takeaways of food and alcohol.

 

Richard Trail noted that the on-sales hours went up to midnight and wondered if these hours were fully utilised. The applicant advised that the café shut at 5.00pm but that it used to be a restaurant. He further explained that they may need to open occasionally later in the evening and so would like to keep it that way but that he was happy to reduce the hours if the Board would prefer.

 

Rory Colville asked if the applicant could demonstrate demand for off-sales and takeaways. The applicant advised they had self-catering on-site so there was a demand for off-sales. They were also adjacent to the beach and had been asked for take-away on a regular basis.

 

The Chair asked Eric Dearie, Licensing Standards Officer whether the terminal hour for on-sales should be reduced. Eric Dearie advised that it was a matter for the Board although he pointed out that on-sales hours were not relevant to this application.

 

Kieron Green suggested they could set a time of 9.00/10.00pm to allow for evening meals.

 

Susan Mair, Depute Clerk pointed out the applicant had not applied for a reduction to the on-sales hours but, if the applicant was agreeable, it was something that could be considered by the Board.

 

The applicant, Matthew Reade suggested 10.00pm was a good idea and he was happy to reduce the on-sales terminal hour to then.

 

The Chair moved to grant the application on the basis that the on-sales hours would be reduced to a terminal hour of 10.00pm, and to add off-sales and the take-away of food and alcohol.

 

With no-one else being otherwise minded, this became the decision of the Board.

 

The applicants wish to vary the premises licence as follows:-

 

To add external drinking in the area around the bowling green.

 

Summary Sheet attached – Item 6(d)

Thomas Barrie attended on behalf of Cardross Bowling Club and spoke to the terms of the variation which sought to add external drinking in the area around the bowling green so that players and visitors could take their drinks outside to watch matches. He explained that it would not be late at night and he would be happy to restrict the times. Funds were getting tight and it would be beneficial for future competitions.

 

It was noted that five objections had been received from the following individuals - Dr P M Trust, Beaumaris, Church Avenue, Cardross; Robert and Gwenneth Irving, Creran, Church Avenue, Cardross; Gillian and David Branch, Hawksdale, Church Avenue, Cardross;Dr W F Deans, Kirkside, Church Avenue, Cardross; and Peter and Fiona Adlington, Kildonan, Church Avenue, Cardross.Two of the objectors - Dr P M Trust and Mr Irving were in attendance.

 

The Licensing Standards Officer, Raymond Park advised that the Environmental Health Officer, Mary Watt had spoken to Mr Barrie regarding a Noise Management Plan. He also said that the Board may wish to think about restricted use of the outdoor area, and mentioned the Board’s policy regarding terminal hours of 8.00pm for children and young persons and 10.00pm for adults.

 

Dr P M Trust, objector, commented that after hearing the Bowling Club’s submission and the Board policy of 10.00pm for outdoor areas he would not object so strongly. However, it would depend on where within the ground the external drinking area would be situated. He said the noise is the main consideration and if they would restrict the area it would not be so bad.

 

Mr Irving, objector, explained his main concern is also the noise. The Bowling club is very close to his house and the seating area in his garden. He pointed out the Bowling Club is used for functions and can be very rowdy on occasions. He suggested if it could be restricted to matches it would be better.

 

Kieron Green asked the applicant if the club was in a residential area. He also asked if this was mainly for Bowls and what time matches usually finish.

 

The applicant replied that league games during the week usually finish between 9.00 and 9.30pm at the latest and at the weekends 6.00 to 6.30pm. He confirmed he was willing to work with the neighbours and try to keep noise to a minimum.

 

Richard Trail asked if they hold other functions than bowling and if so, what kind of events. He asked if all outdoor activities are to do with bowling. The applicant confirmed they were

 

Rory Colville asked if it was mainly for financial reasons. The applicant replied they had not been taking money in during the lockdown. Other places with outdoor areas can trade but they cannot.

 

Jean Moffat asked if they had received funding from the Scottish Government to which the applicant replied he thought they had. She confirmed that she did not support the application in this case.

 

Richard Trail asked the objectors what kind of other activities they seen at the Bowling Club.

 

Mr Irving advised that there had been very little over the last 12 months but prior to that there were christenings, birthday parties, discos, bingo and other social nights. He was worried this would spill out on to the external area.

Richard Trail asked if it would help if it was only permitted when matches were being played. Mr Irving confirmed that would definitely help.

 

The Chair asked if the bowling green had seats round it. The applicant replied there were a few but none next to Mr Irving’s house.

 

Rory Colville advised he was happy to approve the two sides with seats on and to apply Board policy with regard to the terminal hour. He asked the applicant if 9.00pm would be acceptable.

 

The applicant confirmed 9.00pm or 10.00pm would be suitable and said he was quite happy for it to be used only during the bowling season. He also advised it would be agreeable for them only to use the two sides where the seating was.

 

The Chair asked the objectors if that would go some way to addressing their concerns. Mr Irving advised he was still concerned but thought it would be better. Dr Trust advised he would be much happier if a terminal hour of 9.00pm or 10.00pm could be applied.

 

The Chair moved to grant  the application, subject to the following conditions:-

 

-Only the seated areas on the two sides mentioned above are to be used.

-The terminal hour is to be restricted to 9.00pm

-The use is to be confined to the bowling season and not to be used

 out with that time. Bowling season is 1^st April to 30^th September.

-It is to be restricted to matches/bowling activity.                                

-A Noise Management Plan is to be agreed and submitted to

 Environmental Health Services.

 

With no-one else being otherwise minded, this became the decision of the Board.

 

The applicant wishes to vary the licence as follows:-

1)  To add off-sales from 12.00 to 22.00 Monday to Sunday.

2) Addition of restaurant, bar meals, conferences, dance, receptions and Club meetings as activities on the licence.

3)  To add takeaways and delivery of food and alcohol.

 

Summary Sheet attached – Item 6(e)

The applicant, Euphemia Galley attended and spoke to the terms of the variation which sought the following:- to add off-sales Monday to Sunday, 12.00pm to 10.00pm;  the addition of restaurant, bar meals, conferences, dance facilities, receptions and club meetings as activities; the provision of takeaways and the delivery of food and alcohol; and the replacement of the pool room with an additional seating area. She advised that they have a small kitchen.

 

Raymond Park, Licensing Standards Officer explained the premises had fallen foul of the wet-led closures during the last lockdown and had to close as they did not serve food. The applicant has worked with the Licensing Standards Officer and the Environmental Health Team to modernise the premises. She also wishes to add takeaways and deliveries to the licence in case of another lockdown.

 

Richard Gorman, Environmental Health Officer explained that he had agreed plans with them. They have limited ventilation at the premises so the menu is restricted. He will liaise with them when the premises is ready to go ahead.

 

The Chair moved to grant the application as applied for.

 

With on-one else being otherwise minded, this became the decision of the Board.

 

The applicants wish to vary the premises licence as follows:-

1)  To add an external drinking area to the rear of the premises.

2)  To add coffee mornings as an activity on the licence.

 

Summary Sheet attached – Item 6(f)

Jimmy McCallum, one of the Members of the Club, attended on behalf of the club. He spoke to the terms of the variation and explained that the Club was looking for an outside area in the garden to the rear of the premises. They also wish to add coffee mornings as an activity on the licence. He advised they would be looking for a terminal hour of 9.00pm for adults and 8.00pm for children and young persons.

 

The Chair moved to grant the application as applied for.

 

With no-one else being otherwise minded, this became the decision of the Board.

 

The applicants wish to vary the licence as follows:-

1)  To increase on-sales and off-sales hours.

2)  To include the takeaway and delivery of alcohol and food.

3)  To include gaming and indoor/outdoor sports as activities on the licence.

4)  To delete the seasonal variation.

 

Summary Sheet attached – Item 6(g)

The applicant, Rebecca Gallagher attended the meeting and spoke to the terms of the variation which sought the following:- to extend the terminal hour for on-sales from 11.00pm to 1.00am, Monday to Thursday and from midnight to 1.00am, Friday to Sunday; to extend the commencement hour for off-sales from 12.00pm to 11.00pm Monday to Sunday; the provision of takeaway meals and the delivery of food and alcohol; the addition of gaming and indoor/outdoor sports as activities; and the removal of the seasonal variation.. She explained that they wished to modify the licence to take into consideration their winter trading. They wished to add a darts board and pool table, and also to add takeaways due to covid-19 restrictions and for tourists visiting throughout the summer.

 

Rory Colville asked where the darts board and pool table would be located within the premises. The applicant advised they would be away from the bar.

 

The premises also wished to add outdoor sports. The Chair asked what kind of sports would be played outside. The applicant advised they planned to play bowls outside. She explained they were trying to encourage locals to visit the premises and had to look at ways to expand the business after everything that had happened over the last twelve months. They also want to be able to join the darts league.

 

Richard Trail asked the reason for expanding the terminal hour to 1.00am every night of the week as Board policy mid-week is midnight. The applicant explained that if they were to join the darts league, competitions can go on until after midnight quite often.

 

The Chair asked whether other premises were open until after midnight. Rebecca Gallagher answered that some of them were and she wants to be able to cover themselves if competitions carried on until late.

 

The Chair moved to grant the application as applied for.

 

With no-one else being otherwise minded, this became the decision of the Board.

 

The applicant wishes to vary the licence as follows:-

1)  To change the terminal hour for on sales to 24.00.

2)  To change the opening time on Sundays to 11.00am for on and off sales.

3)  To add a seasonal variation.

4)  To add restaurant facilities, bar meals, Club or other group meetings, ice cream, outdoor drinking facilities, dance facilities and take aways.

5)  To delete gaming.

6)  To add children and young person’s conditions.

7)  To change the address of the licence holder.

8)  To change the address of the premises manager.

9)  To increase the capacity of the premises from 60 to 120.

10)  To change the layout plan. The applicant has taken over the property next door and knocked through to make it one premises.

 

Summary Sheet attached – Item 6(h)

The applicant, Rahul Sharma attended and spoke to the terms of his variation which sought the following:- to incorporate the premises next door (known as “The Rumblin’ Tum”); to reduce the terminal hour for on-sales from 1.00am to midnight Monday to Sunday and to reduce the commencement hour for on-sales on a Sunday from 12.00pm to 11.00am; to reduce the commencement hour for off-sales from 12.30p.m to 11.00am on a Sunday; the addition of a seasonal variation; to add various activities to the licence; to vary the terms for children and young persons; the provision of an outdoor drinking area to the rear of the premises; and to increase the capacity of the premises from 60 to 120 persons.

 

The Licensing Standards Officer, Eric Dearie advised that the applicant was no longer proceeding with the addition of the outdoor drinking area. He wished to add the Rumblin Tum to the licensed area and to allow children and young persons’ access to the premises unaccompanied. He was agreeable, however, to exclude the Rumblin Tum from the licensed area if necessary.

 

Sue Stefek, Environmental Health Officer advised that as the applicant was removing the outdoor area from the variation, she had no other issues.

 

Richard Trail asked if the restaurant facilities were to be in the Rumblin Tum or in the Lorne Bar. The applicant advised that they would be in both.

 

The Chair commented that the café aspect was the main part so you would want to licence that part too. He asked if the tables in both premises were served from the kitchen in the Rumblin Tum. The applicant confirmed that was the case.

 

The Chair asked if they would be serving alcohol from the servery in the Rumblin Tum. The applicant confirmed all alcohol would be served from the Lorne Bar but that he would like the Rumblin Tum to be licensed too, if possible.

 

Richard Trail asked how many tables were in the Rumblin Tum. The applicant replied it could seat 27 persons out with Covid times. The Lorne Bar is slightly bigger.

 

The Chair advised there was a Building Standards capacity of 65 over the two premises.

 

With regard to children, the Chair asked if they come in to buy ice cream and leave again or do they remain on the premises. The applicant replied it was a mixture of both but they mostly leave.

 

The Chair commented that the mainstay during the day was children and thought maybe the Lorne Bar could serve alcohol during the day and the Rumblin Tum could be evenings only. The applicant replied that would be a great help.

 

The Board adjourned. On resuming:-

 

The Chair moved to grant the application, subject to the following conditions:-

 

-There is to be no outdoor area.

 

-The children and young persons’ conditions are to be amended so that

 they are permitted in the Rumblin Tum unaccompanied until 7.00pm but

 must be accompanied after 7.00pm by a responsible adult over the age

 of 18 years and may remain there until 10.00pm.

 

-No alcohol is to be served or consumed within the Rumblin Tum until 7.00pm

 onwards.

 

-An amended layout plan is to be submitted removing the outdoor area.

 

-The terminal hour for children and young persons is to be 10.00pm.         

 

-The capacity figure to be 65.

 

The changes to on-sales and off-sales hours are acceptable.          

 

With no-one else being otherwise minded, this became the decision of the Board.

The applicant wishes to vary the licence as follows:-

1)  Change of off-sales hours to 10.00 to 18.00 daily.

2)  Add takeaway meals, snacks and hot and cold drinks.

 

Summary Sheet attached – Item 6(i)

There was no-one present to speak to the variation which sought to extend the terminal hour for off-sales to 6.00pm. Monday to Sunday and the addition of takeaway meals, snacks and hot and cold drinks.

 

The Board, however, decided to proceed to consider the matter

 

The Licensing Standards Officer, Eric Dearie confirmed that there were no issues with the application.

Gordon Emslie of GNE Consultancy Ltd, Falkirk appeared on behalf of the applicant. He explained that the variation was simply to tidy up the existing licence. There had been a refurbishment of the shelving units and refrigeration unit which resulted in a slight increase in the off-sales capacity.

 

Raymond Park, Licensing Standards Officer advised that the new positioning of the alcohol was a lot safer and there were no issues with the application.

 

The Chair moved to grant the application as applied for.

 

With no-one else being otherwise minded, this became the decision of the Board.

 

The applicant wishes to vary the licence as follows:-

1)  To add off-sales 11.00 to 22.00 Monday to Sunday.

2)  To add additional activity at 5(f) pickup and delivery of alcohol and food.

The applicant, Tarlok Singh attended and spoke to the terms of the variation which sought to add off-sales from 11.00am to 10.00pm, Monday to Sunday and the addition of pick-up and delivery of food and alcohol.

 

Raymond Park, Licensing Standards Officer clarified the terms of the variation and confirmed there were no other issues. It was noted that a letter of representation had been received from George and Margaret Lacey but the issue had now been resolved.

The list of personal licence holders who had not undertaken the required refresher training within the prescribed timescale was noted and the Board agreed to revoke their personal licence.

A list of premises who have not paid their 2020 Annual Fee is attached.

The Members agreed to write out to all premises who still required to pay the annual fee and call them to a review hearing at the June Licensing Board Meeting if the fee remained unpaid at that time.
