Updates from Area Community Planning Chairs (verbal)

Minutes:

Actions agreed:

  • David Smart to provide Gail McClymont with information on the University of the West of Scotland app which provides information to visitors regarding the island of Arran to feedback to the Road Safety Group.
  • Gail McClymont to look into the number of road closures due to the Road Traffic Collisions and the lengths of each closure and compare to West Dunbartonshire.

  • Case Study on the Military Covenant to be added to Outcome 3 or 4

  • Remove the case study on Fibre Boost due to dates
  • All partners to respond to Samantha on additional or replacement case studies by the end of September

Actions agreed for all areas:

·         Include CHArts as ongoing strategic activity

·         Community groups and TSI to define their role within each action at the Area Community Planning Group meetings

·         Do not include potential action on capturing community events and promoting on council what’s on page

·         Have a separate action for the Management Committee rather than through these plans on disability awareness and inclusiveness

 

Actions agreed for Bute and Cowal:

  • Do not include Mount Stuart investment as it is wholly private sector led and the CPP has no involvement with it
  • Include CMAL slip improvements as ongoing strategic activity
  • Do not include Tighnabruaich pontoons, the Dunoon project or the Rest and Be Thankful motorsport suggestions as ongoing strategic activity
  • Do not include Cairndow community developments as a separate action as this is part of the their community-led action plan which is already listed in the plan
  • Include action on intergenerational workshops, led by Argyll and Bute TSI as part of the 1000 Voices work
  • Agreed that the lead organisation for the activity on marketing should be Argyll & Bute Council
  • Agreed that the lead organisation for the activity on communication should be Argyll & Bute Council
  • Agreed that the lead organisation for the activity on Rothesay Pavilion should be Argyll & Bute Council
  • Agreed that the lead organisation for the activity on developing a brand narrative should be the Bute and Cowal Area Community Planning Group
  • Agreed that the action on developing a strategy on empty properties be focused on commercial properties
  • Agreed to remove the potential action on a Dunoon-Gourock rail-ferry link
  • Agreed to have the action on Dunoon Waterfront as a 3 year action

 

Actions agreed for Helensburgh and Lomond:

  • Agreed to remove the action on developing an alternative out of hours service following advice from the Locality Manager
  • Agreed to include the A82 and A83 upgrades as ongoing strategic activity
  • Not include Ben Arthur Resort site as ongoing activity
  • Include Tower Digital Arts Centre minus the submarine museum as ongoing activity
  • Remove Helensburgh marine project as ongoing activity
  • Remove Hill House refurbishment as ongoing activity
  • Keep Helensburgh Waterfront Development as ongoing activity
  • Remove Tarbet/Arrochar/Ardlui development as ongoing activity
  • Not include potential action on creating an attractive point of entry to the town of Helensburgh
  • Agreed to keep the action on marine littering within the plan but receive clarification on what was agreed recently with Marine Scotland (Pippa Milne)
  • Not include the potential action on a social hub in the Rosneath/Clynder area
  • Include action on supporting the pier project to increase marine tourism

 

Actions agreed for Mid Argyll, Kintyre and the Islands:

·         Not include Lochgilphead Community Hall as strategic activity as this is a community-led project

·         Not include the recycling and bio-mass production plant as ongoing activity

·         Not include the canal towpaths improvement as this is complete

·         Include the redevelopment of Kilmartin House Museum as ongoing activity

·         Include a new action on providing a community hub for young people with Lochgilphead Community Council / MAYDS as the lead organisation

·         Include an action across the whole area monitoring the implementation schedule of superfast broadband

·         Not include the potential action on using the Forest of Dean as an example of using local forestry

·         Have as a separate action a meeting between Argyll & Bute Council, Ardrishaig Community Trust and Scottish Canals regarding planning and implementation of regeneration projects in Ardrishaig (Pippa Milne)

·         Not include action on providing substance misuse advice as this would sit better within a Health and Social Care Partnership Locality Plan

·         Not include action on erecting signs promoting Lochgilphead in Inveraray

·         Not include action on regeneration of Port Ellen

 

Actions agreed for Oban, Lorn and the Isles:

  • Not include Lorn Arc as ongoing activity as this is now complete
  • Not include air route proposals as ongoing activity
  • Include as an action the ferry review into infrastructure and vessels to support communities in Oban and Mull
  • Agreed that the concerns about GPs and Hospital Doctors would be for the ACPG to discuss
  • Health and Social Care Partnership to provide response in relation to comment on future planning for Oban Hospital, Care in the Community, staff shortages and how these are currently being addressed.
  • Include action on reviewing parking arrangements within Oban
  • Include action on upgrade of Kirk Road in Dunbeg as part of Dunbeg masterplan
  • Include action on community transport to Port Appin and Glen Creran
  • Include action on motorhome, touring caravan and camping facilities with community councils being encouraged to take the lead.

  • David Smart to set up a short life working group including Skills Development Scotland, Police Scotland, Health and Social Care Partnership and Third Sector Interface to focus on the development of a customised portal to attract people to Argyll and Bute.
  • Pippa Milne and Katrina Sayer to meet to discuss the delivery of the Community Transport Pilot
  • Argyll College, Education and  the TSI to develop a multi-agency group to look at the challenges faced by the new Early Year/Childcare regulations.
  • Samantha to provide all partners with Alison Hardman’s email address so that partners can send their Equality Outcome Frameworks to Alison.
  • Gail McClymont to speak with Christina West due to the postponement of the Community Triage pilot.

Minutes:

Action:

  • John McShane to ensure text is amended on page 6 of the plan to use Argyll and Bute CPP’s overarching aim and to refer to the Community Services Committee instead of the Policy, Review and Scrutiny Committee.
  • John McShane to feedback to Jim McNeill on the possible inclusion of Road Safety featuring within the local plan

Action:

  • Craig McNally to provide the CPP with more information on the context of drug related deaths
  • Craig McNally to submit the Annual Report once final financial information is included to the Scottish Government as the CPP agreed to sign it off.
