Councillor Dick Walsh welcomed everyone to the meeting and in particular Dick welcomed Peter Russell, Director of Rural Affairs, Scottish Government.

MINUTES OF THE FULL PARTNERSHIP MEETING HELD ON 28 NOVEMBER 2008

Raymond Park, took the meeting through the minute of 28 November, which was agreed as an accurate record.

Raymond Park gave an update on the three Management Committee Minutes.

 

The theme running through 2008 was to build the framework for the Community Planning Partnership involving all Partners in writing the SOA.

 

Dick Walsh wrote to all Partners regarding finance – specifically core funding for the CPP.  In addition he also raised this with the Cabinet Secretary.

 

Management Committee thanked all those who contribute both financially and in kind.

 

Strathclyde Police and Strathclyde Fire and Rescue have confirmed funding.

Minutes:

Eileen Wilson updated the meeting on the Constitution.  It was noted that Partners may require advice from their own legal departments before finally signing the constitution.

Any comments on the Constitution to go to Eileen Wilson.  Argyll College to be added to list of Partners – All Partners, Joyce Cameron

7.

PARTNERSHIP ISSUES

Minutes:

Raymond Park updated on ABADAT (Argyll and Bute Alcohol and Drugs Advisory Team).

 

ABADP (Argyll and Bute Alcohol and Drugs Partnership) – is still being developed and a co-ordinator has been appointed who will start in April.  This is closely linked with work on community safety and the Community Safety Partnership.

 

Action

 

Joyce Cameron to obtain electronic copy of Strathclyde Fire and Rescue Assessment for Argyll and Bute and send out to all Partners.

Minutes:

Brian Barker thanked all for contributions in putting the SOA together.  The Council was due to agree to support submission of the SOA at its meeting on 5 March.  Partners were expected to sign up in full to the SOA (as per Scottish Government guidance).  Detail on expectations for Partners was shared via a briefing note from the Improvement Service for elected Members.

 

Peter Russell broadly welcomed the SOA from a Government perspective and made some comment on aspects of the content that will be picked up in the dialogue between the CPP and Government in the period between submission and final sign off of the SOA (before the end of May).

 

The meeting approved the draft Single Outcome Agreement for submission to the Government.

Minutes:

Nigel Stewart updated the group on the changes happening at PPG and Area Committees level within the Council.  Eileen advised that there would be a meeting next week to bring together those involved in managing this process.

 

Derek Leslie emphasised the need to ensure that the Community Engagement action plan is one for the whole CPP so that there is co-ordination of activities across all Partners and engagement routes area shared (eg the Public Participation Forums).

10.

ARGYLL AND BUTE MENTAL HEALTH RE-DESIGN UPDATE

Minutes:

Derek Leslie gave a presentation on Mental Health Services redesign and the challenges faced by the NHS.  There was discussion around the slides.  Partners were encouraged to attend the remaining consultation meetings in March.  Engagement with Young People was raised as an issue and Roanna Taylor suggested that Young Scot could be used to help engage younger people in the consultation.

Andrew thanked Brian Barker and his team for their work on putting the SOA together.

 

Dick Walsh thanked all for attending the meeting and brought the meeting to a close at 12 noon.
