WELCOME

Minutes:

Allan Macaskill, Chair, welcomed everyone to the meeting, particularly Kevin O’Hare, Scottish Water, David Penman, Strathclyde Fire and Rescue and Fiona Ritchie, NHS Highland, who were attending their first meeting.

Argyll and Bute Community Planning Partnership 10 November 2006

Minutes:

The Minutes of the meeting held on 10 November 2006, subject to the following adjustments, were accepted as an accurate record.

 

Item 7 – Strathclyde Fire and Rescue

 

It should be noted that restructuring followed the introduction of the “2005 Fire (Scotland) Act” and not the 2005 Fire Service Act and that “the areas of command were previously covered by 4 larger areas” and not 5.

(a)               The minutes of the Community Planning Management Committee meeting held on 7 February 2007, copies having previously been circulated were noted.  An amendment was noted to item 8(c) of the minutes – Initiative at the Edge – “the fast passenger ferry may not go ahead this year until funding is secured for the revenue”, not the infrastructure.  It was also noted that Initiative at the Edge were currently sourcing potential funders in order to fund three months’ revenue which would help to show the need and develop the longer term sustainability.

 

(b)               The Partnership also noted the activities of the Committee Chair, Andrew Campbell, since the Partnership meeting held on 10 November 2006.

 

Matters arising from the Migrant Workers Forum held in Oban  on 20 November 2006 were discussed and it was agreed that partners would do all they could to assist in attracting workers to the area.  The Bute and Cowal Local Community Planning Pilot review meeting held in Strachur on 1 December 2006 was very successful, with positive feedback received.

THE COMMUNITY PLAN PROPOSAL FOR 2007-2012 - DRAFT PLAN

Minutes:

Eileen Wilson answered various questions on the proposed format for the Draft Community Plan 2007-2012 which outlines the Leading Rural vision for outstanding environment, vibrant communities and forward looking, with priorities for Environment, Culture, Economy, Housing, Health, Public Sector Reform and Integration, Communication and Capacity Building.  The Draft Plan will be submitted to the Management Committee at their meeting on 18 April and the Final Plan launched at the Community Planning Biennial Conference to be held on 15 June 2007.

Health and Wellbeing Group

 

Elaine Garman spoke to the meeting on the activities  of the Health and Wellbeing Group, copies having previously been circulated.  The update was noted.

 

Argyll and the Islands Local Economic Forum

 

Sue Gledhill provided an update to the meeting on the activities of the Argyll and the Islands Local Economic Forum, copies of which were laid on the table.

 

Dunbartonshire Economic Forum

 

The report on the activities of the Dunbartonshire Economic Forum, copies having previously been circulated, was noted.

 

Strategic Housing and Communities Forum

 

The report on the activities of the Strategic Housing and Communities Forum, copies having previously been circulated, was noted.

 

Bute and Cowal Local Community Planning Pilot

 

The Management Committee noted the update provided by Shirley MacLeod, copies having previously been circulated, outlining progress in taking forward the Bute and Cowal localised Community Planning Pilot and providing details of the proposed future structure of the project.

 

(b)               Initiative At The Edge

 

Andrew Campbell gave a verbal update on behalf of Initiative at the Edge on the activities of the Development Officers for the islands of Coll and Jura.

 

Intimation had been received from Anne Clark of her retirement after 26 years service with the Islay and Jura Council for Voluntary Services and the Chair expressed the Partnership’s appreciation of her work.

8.

DATE OF NEXT MEETING

Minutes:

The next Partnership meeting will be held on Friday 6 July 2007.

 

As he would not be standing for re-election in the local authority election to be held in May 2007, and would be retiring from the Council and as Chair of the Community Planning Partnership, Allan thanked partners for their co-operation during his chairmanship of the Partnership.  The Partnership’s Vice-Chairman, Robin Banks, would also be retiring.

 

Andrew Campbell, Chair of the Community Planning Management Committee, thanked Allan and Robin for their  chairmanship and support.

9.

DRIVEsafe SEMINAR

Minutes:

DRIVEsafe Seminar was held immediately following this meeting.  Invitations had been extended to all Partners and those involved in the DRIVEsafe initiative to explore the issue of employers’ responsibilities where members of staff regularly drive as part of their work.
