Declarations of Interest Minutes: Councillor Barbara Morgan declared a non-financial interest at Agenda Item 7 (Supporting Communities Fund Applications 2020/21), with specific reference to the application from Garelochhead Station Trust as she is a Trustee for this organisation. Councillor Morgan advised that she would leave the room if the Committee agreed to take the applications individually. Councillor Gary Mulvaney advised that, for clarity, in respect of item 9 (West Clyde Street, Helensburgh Flood Alleviation) and the reference to flood mitigation works, that he was a director of a business on John Street, Helensburgh. He advised that this business had not been affected by flooding and therefore he felt he was not required to declare an interest in this item as the business was not a beneficiary of the works. |

Public Question Time Minutes: A question was submitted to the Committee by Peter Brown, Vice Convener, Helensburgh Community Council. Mr Brown was not in attendance at the meeting and so the Committee Manager read out the question as follows: “The council's need to re-tender the Helensburgh
Waterfront Development project caused the timeline to slip by a further six
months in the last year. The revised deadline for the opening of the new
swimming pool was May 2022. The Committee Manager confirmed that a response had
been received to this query from John Gordon, Programme Manager, as follows: “We are currently in the process of evaluating the
submitted tenders such that we can bring forward the Full Business Case (FBC)
and Contract Award Recommendation Report (CARR) for approval by the relevant
Committees and Council during June 2020, and subject to the necessary approvals
being granted, to have awarded the contract for the main construction works as
soon as possible thereafter.” |

Area Scorecard FQ3 2019/20 PDF 424 KB Report by Executive Director with responsibility for Customer Support Services Minutes: The Committee gave
consideration to a paper presenting the Area Report and Scorecard for Financial
Quarter 3 2019/20 (October - December 2019) and illustrating the agreed
performance measures. Decision The Helensburgh and Lomond
Area Committee agreed: 1. to note the performance presented on the Scorecard and
supporting commentary; 2. to the removal of the Positive Destinations success
measure and the inclusion of the Participation in a Positive Destination
Measure; 3. that upon receipt of the Quarterly Performance
Scorecard they contact either Sonya Thomas or the Responsible Named Officer
with any queries; and 4. to note that work is ongoing and to respond to Sonya
Thomas with requests or comments regarding the layout and format of the Report

West Clyde Street, Helensburgh Flood Alleviation PDF 85 KB Report by Interim Executive Director with responsibility for Roads and Infrastructure Minutes: The Committee gave consideration to a report relating to the on-going flood risk on the A814 West Clyde Street in Helensburgh between John Street and William Street. The report provided details on how two existing budgets could be combined to take the project forward and detailed the management of roadworks in the surrounding area. It was noted that references to the ‘Coastal Communities Fund’ in the report should read ‘Crown Estates Fund’. Decision The Helensburgh and Lomond Area Committee agreed: 1. to combine the CHORD surplus budget of £152,600 for Flood Mitigation Works in John/William Streets, Helensburgh with the Crown Estates funding of £300,000 for Helensburgh Flood Mitigation and allocate the total of £452,600 to Helensburgh Flood Mitigation Works; 2. that the Helensburgh Flood Mitigation Works project be allocated to the Roads and Infrastructure Service as a single line on the Council’s capital programme; 3. that the remaining roadworks on John Street, James Street and surrounding side streets totalling £113,866.22 be added to the Roads and Infrastructure Service Capital Programme as a single line under Helensburgh CHORD Roadworks; and 4. to close out reporting under the CHORD Project heading, with all subsequent reports being undertaken by the relevant service team under the appropriate Capital Programme heading. Helensburgh, Cardross and Dumbarton Cyclepath Update Report by Interim Executive Director with Responsibility for Development and Economic Growth Additional documents:
Minutes: The Committee gave consideration to a report which had been referred from the 19 December 2019 meeting in line with the provision at Standing Order 10.9, relating to Reports for Noting. It provided an update on the progress made since 19 September 2019 in relation to the delivery of a dedicated, high quality walking and cycle route linking Helensburgh, Cardross and Dumbarton. Decision The Helensburgh and Lomond Area Committee agreed: 1. to note the conclusion of the legal agreement in terms of land between the Council and the Cardross Trust for the Cardross to Geilston Burn section of the route; 2. to note and welcome the confirmation from SUSTRANS of the award of 2019/20 funding of £100,000 for construction of the route linking Cardross Station to the Geilston Burn, and the additional £160,000 SUSTRANS funding to progress the design of the remainder of the route linking: Colgrain; Helensburgh to Geilston Burn; Cardross and Ferry Road; Cardross to Dumbarton; and 3. to note and welcome the commitment from Roads and Amenity Services to undertake construction of the section of the cyclepath linking Cardross Station to the Geilston Burn in Spring 2020 in line with the conditions of the grant award from SPT and SUSTRANS.
