The Forum noted that the Traffic Road Order (TRO) process
was currently suspended whilst under review and due to be discussed at the
Audit and Scrutiny Committee on 17 March 2020 (LINK).

The Forum considered a written update from Roads
and Amenity Services regarding the TRO at the Pier which advised that a set of
proposals were being developed to deal with the marshalling area and the bus
lane/facility at the pier. This would form
the detail of a future TRO to be considered by the Area Committee.
Outcome
The Forum noted the updated provided and that a report would be submitted to the Bute & Cowal Area Committee.

Officers are currently awaiting one objection to be
withdrawn leaving one objection outstanding. If this can be withdrawn after
more discussion the next stage of the TRO can be processed, which is
advertising that the correct procedure has been adhered to and a date for the
implantation will be given. Failure to remove objection would result in
involvement of The Reporter from the Scottish Government.

To request clarity on any proposed changes to the kerb lines associated with the TRO.

Pier Rd Dunoon TRO - 10 objections received at
least are going to be upheld, this may be forwarded to an independent reporter.
Queen Hall TRO - objections received, these will require to be reviewed
and removed if possible otherwise the TRO may have to be passed to an
independent reporter.

Forum requested clarification on what constitutes as Pier Road in relation to
the TRO.

Kevin
McIntosh informed the Group that Objections to the proposed Traffic Regulation
Order (TRO) at Dunoon Pier were still being processed
by officers.
It
was noted that plans for the mustering area to be formalised into a car park
can’t be progressed until the TRO is in place and there is more clarity around
the future plans for the passenger ferry service.

The
TRO is progressing and the Roads department are currently dealing with any
objections that have been lodged. If
they are unable to resolve the issues this will end up being subject of a
hearing.
Rest and Be Thankful
The
TRO for this is now complete.
Royal Crescent
This
area is being monitored by Wardens but nothing further will be progressed until
a change in legislation regarding parking on footways is passed.
