Meeting: 09/12/2016 - Cowal Transport Forum (Item 4)

Progress Update on Implementation of VMS Signs

Verbal update by Contracts Manager, Argyll and Bute Council.

Minutes:

Argyll and Bute Council’s Contracts Manager provided an update in relation to the implementation of VMS signage in the area.  Mr McIntosh outlined the measures being put in place on the A815 at Kilmun and A815 at Strachur; the possibility of smaller rolling signs in rural locations; associated installation and maintenance costs and the need to establish a protocol for issuing messages on the signs. 

 

Discussion took place in respect of the extension of Drimsynie Estate and budget constraints.  The Contracts Manager agreed to provide an update to Mr McInnes of Lochgoil Community Council by the end of January 2017. 

 

Outcome:

 

The Forum agreed to note the update provided.

Meeting: 02/09/2016 - Cowal Transport Forum (Item 6)

Progress Update on Implementation of VMS Signs

Minutes:

Iain MacIness informed the Group that he had a site meeting with the Contracts Manager regarding signage but at this point was no further forward.

 

Action

Community Governance Manager to raise this item with the Roads department to clarify where VMS signs will be situation, when they will be in place and who will be responsible for updating them. The Group requested that this item be seen as urgent with a response being emailed to the Forum.

Meeting: 17/06/2016 - Cowal Transport Forum (Item 6)

Progress Update on Implementation of VMS Signs

Verbal update by Contracts Manager.

Minutes:

Keith Murray from Transport Scotland addressed the following issues concerning signage:

·         VMS sign for Strachur completed and will be on site next week.

·         BEAR Scotland currently looking for sites for lockable cabinets to store temporary signs.

·         VMS signs are only put in place on strategic routes.

 

The contracts manager took the Forum through previous actions raised against Roads and Amenity Services and provided timescales for completed of all issues raised.

 

Actions

1.    Keith Murray to look at installing lockable cabinets in Lochgoilhead.

2.    Iain MacInnes and Kevin McIntosh to hold a site meeting re concerns raised.

3.    Iain McInnes to liaise with Drimsynie regarding possible financial input for signage.

4.    Contracts Manager to investigate issues regarding logging lorries not using designated routes.

5.    Contracts Manager to include Community Councils into emails advising of road disruptions.

6.    Senior Area Committee Assistant to send contracts manager a list of Community Council contacts.

Meeting: 15/04/2016 - Cowal Transport Forum (Item 7)

Progress Update on Implementation of VMS Signs

Verbal update by Contracts Manager.

Minutes:

The Contracts Manager and the Forum held a discussion regarding outstanding issues involving VMS signs.

A VMS sign is still not available for Lochgoilhead despite having been previously identified by Transport Scotland. The contracts Manager explained that VMS signs are only for use on strategic routes.

It was also noted that hinged signs were being put in place with responsibility for these signs being Transport Scotland’s.

 

Action

Transport Forum to contact Transport Scotland to request if another sign is available for Lochgoilhead.

Meeting: 29/01/2016 - Cowal Transport Forum (Item 7)

SIGNAGE REVIEW

Verbal update by Contracts Manager.

Minutes:

The Contracts Manager held a general conversation with the Forum regarding the possibility of an annual signage review for the Cowal area, several issues regarding signage have been addressed at the Forum previously and they felt that a review of missing, damaged and inadequate signage should be looked at.

Currently the VMS sign at Strachur has had some work done on it but is currently delayed due to lack of clarity on who is responsible for the running of it and the sign at the Cot House is being looked at.

 

Actions

1.    Contracts manager to rectify fallen VMS sign at St Catherines.

2.    An update on progress of implementation of VMS signs should be brought to the April Transport Forum by the roads department.

3.    Roads department to look at disabled bays in the Dunoon Area where the pole and sign is missing.
