Update by Transport Scotland.

The Forum gave consideration to a report provided by Transport Scotland outlining works within the 3-year Programme Development.  The report highlighted the route, location, work description and estimated value of proposed works within the Cowal area. 

 

Outcome:

 

The Forum agreed to note the contents of the report.

3.         TRANSPORT SCOTLAND

 

Keith Murray, Transport Scotland provided the following update:

·         BEAR Scotland has been instructed to erect pedestrian signage at Cairndow.

·         Pedestrian signs will also be erected at the Loch Fyne Oyster Bar  as well as two reflective bollards on the corner of the road to make drivers aware of the kerb.

·         Since the last A83 Taskforce meeting  approximately £2,000,000 has been spent on the A83 and includes: barrier repairs, resurfacing works, additional safety fencing works, hillside drainage and improved drainage at 6 locations.

·         Strone Point works will start in November and are expected to last twenty weeks.

·         Plans are in place to widen the section of the Old Military Road  which runs through Forestry Commission land . This  will make the road two way on this section and reduce travel time by  approximately 5 minutes.

·         Proposed maintenance  works in the area include: seven sites identified for resurfacing work, safety fencing and signage and lining The budget for 2017 -18 is £3,500,000. It was noted that the A83 is the only route in Scotland to receive this level of funding.

 

Action

Transport Scotland to look at the programme of scrub clearance to see if the Cairndow road and section as drivers pull out form the A815 can be included.

Keith Murray, Transport Scotland took the Forum through an Argyll wide list of proposed work that provided a financial breakdown as well as an area breakdown and a list of specific repairs which included – bridges, strategic road safety, routine maintenance, structural maintenance and minor improvements.

 

Action

Transport Scotland to look at two points in the Cairndow road that have been identified as accident spots to see if improvements can be made regarding signage and sight lines.

Meeting: 29/01/2016 - Cowal Transport Forum (Item 3)

Verbal update by Transport Scotland.

Minutes:

Keith Murray, Transport Scotland provided the forum with a verbal update, the following points were noted:

·         During October and November 2015 three landslides took place.

·         On the 30th December 2015 Storm Frank created two issues –flooding at Ardgarten and a landslide on the Rest and Be Thankful which two vehicles were caught up in.

·         On the 4th January the boulder was deemed unsafe and on the 6th January the boulder was blasted to remove the risk.

·         It was noted that a Transport Scotland debrief highlighted a lack of diversion signage and that this should be looked at.

·         Future works – A further 6.6 million pounds will be allocated to the A83 over the next two years. For 2016/2017 1.08 million will be spent on risk reduction which includes further netting designed for different frequencies of events.

·         Strone Point is now ready to go out to tender.

·         It was noted that Transport Scotland would encourage road users to use the Transport Scotland Twitter page for the most up to date and accurate roads information.

 

A conversation took place regarding signage, the Chair reminded the Group that issues regarding signage should be dealt with at item 7. Signage Review of the agenda.

 

 

Actions

A83 Additional Diversion Signing diagram to be circulated to the Forum by the Senior Area Committee Assistant.
