Decision

 

The Group noted the contents of the report. It was also noted that the review had concentrated on future activities and asked that they receive an update on what the Community Planning Group has achieved so far.

Minutes:

The Community Governance Manager informed the Group that this report was for noting and any questions or comments could be fed back through the Community Development Officer to the Community Planning Team.

 

The Community Governance Manager advised the Group that work on the locality plans was dependant on the outcome of the consultation undertaken by the Scottish Government which was expected in September. It was noted that the Health and Social Care locality plans were due to be completed in October 2016 and there needed to be linkages between the two plans. Community Governance Manager requested that partners notify her of any additional plans that they felt should be taken into consideration during the process. One suggested plan is the Cowal Fixed Link project.

Verbal update by Community Planning Manager

Minutes:

The Group heard a verbal update regarding progress relating to the review of the SOA Delivery plans and a presentation on the Community Empowerment (Scotland) Act consultation from the Community Planning Officer.

 

This led to a discussion around the potential impact of the Community Empowerment Act with regards to locality planning and the following points were made:

 

·         There was concern that there was duplication and confusion with the Health and Social Care Partnership’s locality plan. The group felt that that there was overuse of the word “locality”;

·         Felt that locality plans should be about local issues and what can be achieved rather than having a plan about other plans;

·         Suggested linking boundaries of locality plans (Community Planning) to those of the Health and Social Care Partnership

·         There was also concern that no resource was being made available by the Scottish Government to accompany the Community Empowerment (Scotland) Act requirements.

REVIEW OF SOA DELIVERY PLANS

Verbal update by Community Planning Officer

Minutes:

The Community Planning Officer took the Group through a presentation which provided an update on the Community Empowerment (Scotland) Act 2015 –
Community Planning Guidance and Regulation Consultation and covered the following areas:

·         Guidance and regulation

·         The Broader Picture

·         Principals and guidance

·         Effectiveness

·         The introduction of locality plans

·         Current situation

The Community Planning Officer and the Group held a conversation regarding the Community Planning consultation document that is currently available for completion. Members of the Group concentrated discussions on questions six and seven and the Community Planning Officer took the responses away to collate and then feedback to the Group before passing onto the management committee.

It was also noted that the Group felt there is currently a lack of public awareness regarding the Local Community Planning Process and ways to address this should be looked into.

Minutes:

The group considered a report providing an update on the review of the SOA Delivery Plans.  Members of the group noted how the current delivery plans were submitted to the Scottish Government in June 2014 and the Management Committee agreed to review these after October 2015.  Further information in relation to the process for review was given with Members noting that a revised set of SOA Delivery Plans, one for each of the six outcomes, would come to the Area CPG meeting’s in May 2016.  The SOA:Locals would then be developed and the Area CPG chairs would be invited to a meeting to explore options to develop the SOA Locals. 

 

Discussion was had in relation to the possibility of circulating the updated SOA Delivery Plans ahead of the meeting in May. The Area Governance Manager agreed to circulate to all partners following the CPP Management Committee meeting on 24 March 2016.

 

 

Decision

 

The group agreed to:-

 

1.    note the progress to date;

2.    note that the revised delivery plans will be brought to the May meeting of the Area Community Planning Group; and

3.    note that the revision of the SOA:Local will commence thereafter.

Minutes:

The Community Planning Officer took the Group through a report which provides an update on the review of the SOA delivery plan, with a purpose of keeping the Area Community Planning Groups informed of progress.

The Group engaged in a conversation relating to depopulation issues that are affecting the Bute and Cowal Area and ways in which the issue could be addressed.
