Oban Community Council
Marri Malloy from Oban Community
Council raised a concern in regard to Community Councils not hearing enough
information about local issues in the area such as Rockfield,
Kilbowie and new Oban High School. She hoped that the new Area Governance Review
for Community Planning Groups would resolve this issue.
It was agreed that the Head of Facility Services would be
invited to the next Community Planning Group meeting in December to give the
Group a presentation on the current situation with new Oban High School.
Ardhattan Community
Council
Margaret Adams from Ardhattan
Community Council advised the Group that she is still anxious about the safe
route to school for children from Lochnell Primary
School and that she still awaits a report from the Technical Officer for
Traffic/Development.
She asked the Group if the Community Payback position has
been filled yet within the Council and Councillor Elaine Robertson advised that
there was a meeting last week where this situation was highlighted and she
confirmed that the post has gone out to advert and is on the Community Council
websites.
Margaret updated the Group on the current position with Benderloch Turning Circle and advised that they are currently looking into funding and have had discussions with Transport Scotland.

The Group had a discussion on the various issues raised by
Community Councils which were discussed at their Caucus meeting on Wednesday 13th
August.
Decision
1. The
Amenity Services Manager agreed to address all issues raised by the Bute and Cowal Caucus at their meeting on 12th November;
and
2. The Area Governance Manager agreed to circulate details of community service information which came to a previous Community Planning Group meeting.

Marri Malloy of Oban Community Council raised the issue of the article that appeared in the Oban Times a couple of weeks ago about Costa Coffee coming to Oban. She is extremely disappointed in the way in which the matter was reported by the Oban Times as it did not properly reflect the way in which it was dealt with by the Community Council at their meeting.

Max Barr outlined the recent discussion held at the Caucus of Community Councils regarding
the feeling that the CPG meetings were not progressing issues raised by
Community Councils effectively, and noted that he had written to the Chief
Executive to this effect and was awaiting her response.
Car Parking
The caucus raised an issue about car parking which was
discussed at the last Community Planning Group meeting. The Chair advised that De-Criminalisation of
Parking came into effect on 12th May and Mr. Barr asked that a
consultation event is held with communities later this year as parking policy
for the area is developed in light of the outcome of DPE.
Dog Fouling
It was noted that this item is coming to the September
Business Day as the new Warden’s had only taken up their post on 12th
May, update on that iscvusison will be provided to
the September CPG meeting.
Public Toilets
The Area Governance Manager agreed to contact the Roads
Performance Manager and ask him to circulate an update on the signage of public
toilets.
Transport A83
This item was covered at item 5(c) of this minute when Jonny
Moran from Transport Scotland was present.
Mr Barr also aksed a question regarding the apparent costs of waste disposal at Dalinlongart, it was agreed that this information would be forwarded by the Amenity Services Manager to Mr Barr.
