The Board gave consideration to a report providing a summary of the financial position of the Health and Social Care Partnership as at 31 March 2020.
Decision
The Integration Joint Board –
1.
Noted
the outturn position for 2019-20 was an overspend of £2.446m as at 31 March
2020 which included a provision of £1.324m for the on-going dispute with NHS
Greater Glasgow & Clyde. Excluding this, the outturn would have been an
overspend of £1.122m.
2.
Noted
the repayment arrangements for the overspend described at paragraph 3.6 of the
submitted report.
3.
Approved
the new earmarked reserves set out at paragraph 3.5.2 of the submitted report.
4.
Instructed
the Chief Officer to bring back further information on the negotiations within
NHS GG&C for Board approval, noting the delegated powers agreed on 25 March
2020.

Noted the forecast outturn position for 2019-20 is
a forecast overspend of £1.165m as at 31 January 2020 and that there is a year
to date overspend of £1.365m as at the same date.
2.
Noted the above position excludes any provision for
the ongoing dispute with NHS Greater Glasgow and Clyde.
3.
Agreed further steps will
be taken in relation to the ongoing dispute with NHS Greater Glasgow and Clyde
by the Chief Officer in line with delegated powers.

The Integration Joint Board considered a report which provided a summary of the financial position of the Health and Social Care Partnership as at 31 December 2019.
Decision
The Integration Joint Board:
1. noted the forecast outturn position for 2019-20 was a forecast overspend of £1.310m as at 31 December 2019 and that there was year to date overspend of £0.965m as at the same date;
2. noted the above position excluded any provision for the on-going dispute with NHS Greater Glasgow & Clyde; and
3. agreed to a joint letter being sent from the Chair of NHS Highland Board and the Chair of Argyll and Bute Integration Joint Board to the Chair of NHS Greater Glasgow and Clyde Board seeking a resolution to the ongoing dispute.
