The Council gave consideration to a report proposing the introduction of a formal appeals framework for Non-Domestic Rates (NDR) decisions and Business Improvement District (BID) levy appeals to ensure statutory compliance, strengthen governance and address an Internal Audit recommendation.

Decision

The Council –

1.     agreed the introduction of a formal NDR and BID Appeals Process;

2.     agreed the establishment of a NDR and BID Appeals Committee comprising elected Members; and

3.     agreed the progression of the necessary amendments to the Council’s Constitution and Scheme of Delegation.
